Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 80,000 building permits, and conducting over 220,000 building and site inspections each year. LDS is seeking a highly skilled and experienced manager to administer the department’s annual budget development and operations processes; to manage the performance measurement systems; to oversee the accounts payable and procurement activities of LDS; and to provide key guidance to the Financial Management Branch Chief on budget development and management and performance measurement, and in a variety of related assignments. The successful candidate for this position will be responsible for several areas, including the following:
  • Designing and implementing effective budget models for the department;
  • Managing data extraction and analysis for the LDS performance management program;
  • Managing accounts payable activity to ensure prompt payment and appropriate procurement of goods and services; and
  • Developing relationships with staff members from LDS and other development agencies to ensure consistent and accurate reporting of performance measures.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus four years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

CERTIFICATES AND LICENSES REQUIRED:

PREFERRED QUALIFICATIONS:
  • Master’s degree in accounting, public administration, or business administration.
  • Demonstrated experience in the development and use of performance measures in the workplace.
  • Demonstrated knowledge of current governmental accounting and budgeting principles, methods, and practices.
  • Ability to compile and evaluate data, draw sound conclusions, and recommend courses of action.
  • Ability to conduct financial studies and prepare complex financial reports.
  • Demonstrated knowledge of regulatory requirements pertaining to accounting, financial reporting, and financial operations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to develop and maintain effective working relationships with subordinates, co-workers, customers, and the general public.
  • Ability to identify and determine appropriate methods for gathering data and to determine how that data can be used in managing the performance of the department.
  • Demonstrated understanding of the principles of performance measurement and associated data analysis.
