Job Announcement

Under limited supervision, plans, directs and supervises professional fiscal staff responsible for performance, analysis and review of highly complex budget and fiscal management work for an agency or serves as the fiscal manager responsible for development and oversight of a moderately complex agency-wide budget and fiscal operation; and performs related work as required. Responsible for planning, directing and supervising a professional accounting staff. Engages in the preparation, analysis and review of highly complex, technical accounting related to revenue operations. Assigns, monitors and oversees staff's daily work activities to ensure that financial transactions are being recorded in accordance with generally accepted accounting principles and provides training as needed.

  • Participates in the formulation and documentation of agency fiscal policies and procedures;
  • Oversees the maintenance of numerous fund/subfund accounts;
  • Reviews long range revenue and expenditures estimates to ensure availability of funds;
  • Researches budget, finance and procurement requirements, analyzes impact on current operations and recommends means of implementation.


Required Knowledge Skills and Abilities

  • Considerable knowledge of the principles, methods, and practices of governmental budgeting and fiscal management and the ability to apply them to complex governmental systems;
  • Considerable knowledge of federal, state and county policies, procedures, regulations and legislation impacting the maintenance of financial records;
  • Ability to effectively supervise and coordinate the activities of staff;
  • Ability to develop and implement fiscal policies and procedures.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus four years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a credit check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Knowledge of the FOCUS system, previous experience in CAFR preparation and understanding of revenue funds management preferred.
  • Ability to use multiple systems in preparation of work.
  • Strong analytical and communication skills required.
  • Must be detailed oriented and be able to work with a team to achieve organizational goals.
  • Strong communication skills in person and in writing.
  • Experience supervising and managing a team of professional level staff members.
  • Experience performing accounting duties.
  • Experience performing revenue accounting and reconciliation.
  • Experience in preparing monthly account reconciliations
  • Experience preparing Audited Financial Statements.
  • Two years of full-time equivalent professional accounting experience, including one year of experience working with automated accounting systems.

Duties are generally sedentary, performed in a normal office environment. All duties performed with or without reasonable accommodations.
