The Fairfax County Health Department is a progressive public health leader providing services that promote population health, protect public health and the environment, and ensure residents' equitable access to health services and information. The Health Department’s Office of Emergency Preparedness and Response (EP&R) seeks two (2) Emergency Management Specialist III positions focusing on emergency planning.

Emergency Planning Coordinator (Emergency Management Specialist III):
Under supervision of the Public Health Emergency Management Coordinator, this position is responsible for developing and coordinating a comprehensive public health emergency planning program, including, but not limited to, ensuring compliance with all local, state, and federal guidelines related to preparedness planning (e.g. FEMA CPG 101, CDC Public Health Preparedness Capabilities, etc.); writes, develops, reviews and revises emergency preparedness and response plans and plan-related documents, including the Health Department Emergency Operations Plan; ensures the accessibility of emergency plans and related products to all department staff; integrates the emergency planning program into all programs and functions of the Health Department; in collaboration with the Training and Exercise Coordinator, ensures comprehensive coordination between the emergency planning program and the training and exercise program; uses after-action reports to validate and revise emergency response plans; serves as a subject matter expert on emergency plan development, emergency preparedness, and the Incident Command System (ICS); represents the department on emergency preparedness committees and working groups as directed; establishes, coordinates, and leads emergency planning team, projects, and initiatives; supervises emergency planning team staff; works closely with Office of EP&R staff, department leaders, and with stakeholders throughout Fairfax County; serves on the health department’s Incident Management Team (IMT), serves on an on-call roster, and is expected to fulfill a leadership role during emergency responses; plays a key role in ensuring that the health department and the county are prepared to respond to a wide variety of natural and man-made emergencies, including acts of bioterrorism and natural disease outbreaks.

Infectious Disease Planner (Emergency Management Specialist III):
Under supervision of the Public Health Emergency Management Coordinator, this position develops high level emergency plans to guide policy, procedural, and tactical response mechanisms for pandemics and infectious disease outbreaks; focusing on the intersection of public health emergency management and epidemiological practices, designs, develops, writes, reviews, revises, and operationalizes emergency plans and system that guide and/or support pandemic preparedness and response, patient and contact investigations, disease containment measures, and community mitigation strategies and public messaging content; leads, participates in, and supports department planning teams, projects, and initiatives; follows all department and county policies, local, state, and federal guidelines (e.g. FEMA CPG 101, CDC Public Health Preparedness Capabilities, etc.), and other recognized best practices when developing emergency plans; serves as a liaison to epidemiology and health services programs to integrate public health emergency management into disease surveillance, investigation, control, and clinical care; collects, evaluates, and analyzes data from local and state demographics, health services, epidemiological surveillance and other sources and applies findings to public health emergency management plans and practices; provides infectious disease subject matter expertise and emergency planning expertise and support to County agencies and community partners to develop organization and/or facility infectious disease response plans including pandemic plans; advises and represents the Public Health Emergency Management Coordinator as needed; serves on the Health Department’s Incident Management Team (IMT), serves on an on-call roster, and is expected to fulfill a leadership role during emergency responses; plays a key role in ensuring that the Health Department and the County are prepared to respond to a wide variety of natural and man-made emergencies, including acts of bioterrorism and natural disease outbreaks.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a degree in business administration, public safety, emergency management or related fields; plus four years of professional work experience in emergency management or public safety.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license
Cardiopulmonary Resuscitation - CPR (Required within 60 days)
AED (Required within 60 days)

SPECIAL REQUIREMENTS:

The appointee to the position will be required to complete a criminal background check, child protective services check, and a driving record check to the satisfaction of the employer;
This position is considered "essential personnel" and will be required to report to work regardless of the emergency situation (weather, transportation, other disaster);

PREFERRED QUALIFICATIONS:
  • Preferred candidate will have extensive experience in and understanding of public health emergency preparedness and response and emergency management.
  • Expert-level written and oral communications with demonstrated ability to develop written products, both technical and non-technical, for a wide range of audiences.
  • Experience in the development, review, revision, maintenance, and operationalization of emergency plans and supporting documents, including experience leading diverse, multidisciplinary planning teams.
  • Completion of ICS 100, 200, 300, 400, 700 and 800 and FEMA's Professional Development Series.
  • Expert-level knowledge of the Incident Command System (ICS), the National Incident Management System (NIMS), the National Response Framework (NRF), the Centers for Disease Control and Prevention's Public Health Preparedness Capabilities, Federal Emergency Management Agency's (FEMA) Comprehensive Preparedness Guide 101, and other recognized standards and best-practices in public health emergency preparedness and emergency management.
  • Practical experience using ICS during exercises and real-world emergencies and experience working in an Emergency Operations Center.
  • Experience delivering oral presentations to diverse audiences in formal and informal settings.• Demonstrated proactive approaches to problem-solving.
  • Strong organizational skills that reflect an ability to manage multiple priorities and time-sensitive projects and deliverables with excellent attention to detail.
  • Flexibility to work in a dynamic, emergency preparedness and response-focused environment.
  • Experience supervising staff.• Experience managing a comprehensive emergency preparedness and/or service delivery program.
  • Expert-level knowledge of infectious diseases, outbreak response, epidemiological practices, and pandemic preparedness and response.
  • Experience developing plans related to infectious disease response, pandemic preparedness, and/or disease surveillance, investigation, and control

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, entails walking, standing, sitting, stooping, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor, digital display and audio-visual instrument. Incumbent must be able to operate keyboard driven equipment and computer. Requires individual to be able to lift or carry up to 25 lbs. occasionally. Position frequently communicates and must be able to exchange accurate information with others verbally (in person or telephone) and in writing. Ability to drive and operate a motor vehicle and maintain a valid driver's license. Generally, works in an office environment yet may be required to perform job duties outside the typical office setting including outdoors in all weather conditions. Individual must be able to work outside of normal business hours and on weekends. Fully participate as a required, as a member of the health department emergency response unit. All duties performed with or without reasonable accommodations.
