The Fairfax County Park Authority is seeking an innovative, collaborative, highly talented, and experienced individual to lead the Park Authority's Business Administration Division.

At the heart of the community is the nationally recognized leader the Fairfax County Park Authority, a large and complex park system encompassing over 24,000 acres of land, 427 parks, 500 full-time employees, 2,500 seasonal employees and over 2,000 volunteers.The ideal candidate will be one who is invested in the vision, mission, and future of the organization.

Helps advance initiatives that grow the Park Authority to new successes and into the next decade. Reporting to the Park Authority Executive Director, provides leadership, direction, and oversight to mission critical and cross agency business functions of the Park Authority. Annually the Park Authority’s $100 million operating budget includes fee-based revenue of $50M generated from golf courses, RECenters, waterparks, driving ranges, facility rentals, camps and classes. Additionally, manages and provides strategic direction over a $150 million six-year Capital Program Plan.

As an integral member of the Park Authority leadership team, this position has a wide range of responsibilities that support the Park Authority organization and help maintain a sustainable organization. As a collaborative and thoughtful leader, works with various levels of staff and will focus on enhancing the coordination and delivery of services in finance, purchasing, accounting, budget, human resources, information technology, revenue forecasting, and trends analysis. Works in collaboration with the leadership team on the development of financial and operational strategies, metrics tied to that strategy, future forecasting, and the ongoing development and monitoring of control systems designed to drive the Park Authority’s business operation.
Works as the key to coordination and interpretation of revenue trend forecasting and market data for the lines of business of the Park Authority’s business operations. Requires an engaging, organized. and focused leader who excels in an exciting, complex environment and who can manage multiple business areas and initiatives simultaneously. Works to improve partnerships and inspire and guide staff as they plan, execute, and complete projects. As a key player on the leadership team, executes the components of the Strategic Plan and identifying, assigning, and tracking workload assignments. Helps develop internal and external policy and ensures compliance with all policy and procedures that govern, regulate, or guide the Park Authority. Oversees areas that include the following branches: Human Resources, Information Technology, Finance and Budget.

Note: The assigned functional areas of the position are business administration, financial management, and leadership.

Illustrative Duties

  • Supervises a staff of professionals and has overall responsibility for all programs within their assigned functional area;
  • Supervises preparation of the division's budget, participates in presentation of the budget to the Park Authority Board, and monitors program expenditures;
  • Evaluates and reports on the effectiveness of division programs;
  • Conducts service needs assessments;
  • Prepares, presents, and is held accountable for implementation of the Park Authority's annual plan as it relates to the assigned functional area(s);
  • Ensures that division plans and programs complement agency goals and objectives;
  • Provides an independent liaison with, and support to the Park Advisory Board and other boards and commissions for issues with in the assigned functional area(s);
  • Provides staff support to the Park Authority Board;
  • Oversees special project work directed by the Board of Supervisors, Park Authority Board and/or agency director;
  • Represents the agency in meetings with public and private-sector officials and citizen groups.

As Director of the Administration Division
Manages the Administration Division, overseeing the agency's centralized information technology, budget and finance, contract administration, grant coordination, procurement, personnel, training, safety and risk management functions; and
Acts for the Director on administrative, fiscal, budget, personnel, risk management, information technology and purchasing matters.

Required Knowledge Skills and Abilities

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited college or university with a Bachelor's degree appropriate to the functional area (recreation, park management, business administration, etc.);
Plus five years of administrative experience in the appropriate functional area.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a check of the Child Protective Services Registry, and a credit history check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Master of Business Administration (MBA) or Master of Public Administration (MPA).
  • 10+ years progressive leadership experience in a senior or executive leadership role for one or more of the following areas: business administration, budget management, finance and accounting, human resources, information technology,
  • 10+ years' experience leading business analysis, market trends, revenue forecasting including long-range, and strategic business planning operations.
