Responsibilities

The position serves as the information technology coordinator and lead systems administrator for a multi-location USGS science center that includes major facilities in MD, MA, WV, and employees in other locations. The science center and its affiliated labs are responsible for implementing research and monitoring that improve the Department of Interior's understanding and management of the nation's natural resources. The center's research program includes approximately 150 scientific and science support personnel responsible for research efforts in the areas of fisheries, avian, and other wildlife population dynamics and ecology, animal health, disease and toxicology, and quantitative analyses to support decisions of natural resource agencies in the region, nationally, and internationally. The multi-location center requires the need to optimize the operability, functionality, and security of the Department's enterprise systems; develop knowledge and a network of people and resources to stay abreast of cloud computing; high performance computing; networked scientific equipment requirements and efficiencies; data management, inventory, transfer, and storage capacity, geospatial data and visualization tools; and track USGS and DOI resources and opportunities to capitalize on these tools.

As a Supervisory IT Specialist within the Patuxent Wildlife Research Center and/or Leetown Science Center , some of your specific duties will include:
  • Lead in the planning and implementation of Center's IT infrastructure. Keep abreast of current Bureau and Department policy initiatives, as well as information technology trends, and identify risks and opportunities where the two intersect. Advise and consult on strategic direction, plan, and implement.
  • Supervise IT Section. Supervise team of permanent and term federal employees, students, and contractors. Oversee personnel management functions, staff development in all areas of work, and represent IT staff on management team.
  • Ensure the security of all Center IT systems; manage the planning, acquisition, and setup; as well as relevant procedures and documentation. Maintain continuity of operations for both staff computers and other devices, and central data and web resources. Implement monitoring and coordinate staff efforts to keep the Center's IT system secure and up-to-date.
  • Lead project management and workforce management to ensure sustained support for science applications, allocation resources between current needs. Monitor, assess, and plan to meet customer service needs, including effective use of external resources where necessary.
  • Technical leadership for science staff; in conjunction with Center's science programs, and internal and external network of experts.

    Qualification Requirements Individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • In addition to the Basic Requirements, you must also possess the following.

    Possess 1-year of specialized experience equivalent to at least the GS-12 level in the Federal service that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled.
    Examples of such experience may include: information systems analysis, design, testing, and implementation; integration of new applications with existing information systems, maintaining data integrity; translation of strategic planning objectives into tactical process plans; and coordination of applications development, special information systems projects, and new computer programs. The complexity of the aforementioned work examples typically required extensive modification and adaptation of standard procedures, methods, and techniques, and the development of totally new methods and techniques to address novel or obscure problems for which guidelines or precedents were not substantially applicable. This level of work experience would reflect wide latitude for the exercise of independent judgment to perform work of marked difficulty and responsibility.
