The Executive Director of the Financial Management Quality Service Management Office (FM QSMO) is responsible for providing leadership, direction and guidance in the management of FM QSMO activities. These activities are government-wide in nature with far reaching impacts for all federal agencies. The work of the position is guided by the following guiding principles:

Treasury is responsible for establishing and managing the FM QSMO and leading government-wide efforts to develop a financial management services marketplace to be available and used by all federal agencies. Quality Service Management Offices were established by the Office of Management and Budget (OMB) as a new approach and strategy toward expanding the use of shared solutions. The FM QSMO will broker agency access to a marketplace of commercial and federal providers offering flexibility and choice of standards-based solutions.

The FM QSMO in Treasury is the primary liaison between federal agencies and providers of marketplace solutions, both commercial and public sector. As such, the organization works collaboratively with senior leaders in the Treasury Department, Office of Management and Budget (OMB), General Services Administration (GSA), as well as agency Chief Financial Officers (CFOs) and Chief Information Officers (CIOs), government-wide system standard setting committees, including the Financial Management Standards Committee (FMSC) and other related financial management committees, boards and industry groups and vendors.

The incumbent serves as the face of the FM QSMO within Treasury and speaks authoritatively to leaders and decision makers in the commercial and public sectors about the mission, vision and goals of the FM QSMO. The incumbent has a broad knowledge around government-wide financial management policies and practices, as well as the use of core financial management systems. The FM QSMO strives to deliver the marketplace with "Best in Class" services available to all agencies, delivering benefits including ease of entry through pre-established contracts, quick and timely access to innovations, and lower cost of offerings.

The Executive Director's actions and decisions significantly impact the outcome and results of the program and the accomplishment of Fiscal Service's mission as a central financial agency. S/he serves as a government-wide voice for QSMO and promotes standardized processes and data, reduced operation and maintenance costs, modernized and automated processes, and improved customer satisfaction. Specific duties include:
  • Recommends organizational goals/objectives for the policies, programs, and functions in the FM QSMO under the responsibility of the Deputy Commissioner, Fiscal Accounting and Shared Services, and the standards, performance measures, procedures and program plans which contribute to the strategic business mission of the Fiscal Service.
  • Advises the Deputy Commissioner, Fiscal Accounting and Shared Services, on day-to-day matters pertaining to the conduct and progress of FM QSMO activities and on the coordination and integration of the operations and activities of the FM QSMO with other segments of the Fiscal Service, Treasury, OMB, GSA, federal agencies, and other stakeholders.
  • Develops short-term and long-term strategies for ensuring that the FM QSMO marketplace solutions meet agency financial management needs and support business process requirements for financial accounting activities and functions.
  • Establishes and maintains effective working relationships with high-level management personnel in Fiscal Service, Treasury, OMB, GSA, federal agencies and stakeholders to execute current operations, implement new initiatives or process changes, and resolve complex problems.
  • Serves as one of the expert staff advisors and represents the Deputy Commissioner and Treasury officials with senior management officials of other government agencies to discuss issues relating to government-wide solutions and services that can be utilized to further federal financial management goals and objectives.
  • Provides expert consulting advice to federal agencies and Federal Shared Service Providers (FSSPs) in the assessments of agency readiness to move to FM QSMO solutions, specifically in the area of SaaS readiness; the development of financial plans and joint business cases; acquisition of FM QSMO solutions and services; implementation and integration of solutions; and project management, including a focus on change management as it relates to business process.
  • Participates with the Fiscal Assistant Secretary, Commissioner, Deputy Commissioner and other Assistant Commissioners on various committees, boards, and councils for determining the Federal Government's financial management systems direction.

Travel Required

Occasional travel - This position may involve travel to meet with officials from Treasury, Office of Management and Budget, and other officials in various geographical locations.

As a basic requirement, applicants must demonstrate at least one year of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement will disqualify the applicant.

Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning.

The best qualified candidates will be determined by assessing experience, education, awards, performance appraisals, and supervisory evaluations for this position. These assessments will be made against the Executive Core Qualifications and Technical Qualifications.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications.

ECQ 1 - Leading Change - The ability to bring about strategic change, both within and outside the organization to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision.

ECQ 2 - Leading People - The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - Results Driven - The ability to meet organizational goals and customer expectations. TECHNICAL QUALIFICATIONS (TQs): The following qualifications are required for the incumbent to perform the duties of the position. You must demonstrate all of the TQs to be rated eligible for this position.

TQ 1 - Demonstrated experience leading highly complex federal financial management programs that required hands-on executive attention, and leading federal financial management reform initiatives.

TQ 2 - Demonstrated ability to communicate complex financial management issues with diverse stakeholders, collaborate across boundaries to build strategic relationships, and influence positive and innovative outcomes that are responsive to customer needs.

TQ3 - Experience and knowledge of core financial management systems, demonstrated through leading the implementation and operations of complex federal financial management systems.
