This National Guard position is for a Surface Maintenance Mechanic Supervisor (Title 32), Position Description Number D1296000 and is part of the VA MATES, National Guard.

Responsibilities

As a Surface Maintenance Mechanic Supervisor (Title 32), WS-5801-13, you will perform the below duties:

• Planning: Provides direct input or participates in meetings and/or conferences with engineering, production control, and other personnel involving the initial analysis of long-range work requirements. Reviews immediate and long-range requirements of organizational segments and groups supervised based on workload forecasts, and develops, for approval by their superiors, plans for meeting long-range resource requirements.
• Work Direction: Assigns and explains work requirements and operating instructions to subordinate supervisors, sets deadlines, and establishes the sequence of work operations to be followed. Maintains balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations.
• Administration: Develops and establishes internal procedures (e.g., meetings, content, and timing of reports) to be followed by subordinate supervisors to assure effective control and direction of work activities, organizations, and personnel supervised. Identifies long-range training needs for all levels of subordinate supervisors and workers and submits justification and funding requests to superiors and arranges for the accomplish of the training.
• Develops, publishes, and ensures employee compliance with standing operating procedures for the activity supervised. Implements and complies with agency, state, and Federal regulatory Occupational Safety and Health, and environmental requirements. Ensures use of quality conformant products through compliance with established materials shelf life programs.
• Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises.
• Performs other duties as assigned.

• This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
• Selectee will be required to wear the military uniform.
• Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
• Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
• Males born after 31 December 1959 must be registered for Selective Service.
• Federal employment suitability as determined by a background investigation.
• May be required to successfully complete a probationary period.
• Participation in direct deposit is mandatory.

Qualifications

WHO CAN APPLY:
GROUP I - All qualified Male/Female Commissioned Officers (O-1/2LT - O-3/CPT) OR a Warrant Officer (W3/CW3 - W5/CW5) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted Commissioned Officers (O-1/2LT - O-3/CPT) OR a Warrant Officer (W3/CW3 - W5/CW5), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.

Military Grades: Commissioned Officers (O-1/2LT - O-3/CPT) OR a Warrant Officer (W3/CW3 - W5/CW5)

GENERAL EXPERIENCE : Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports.

SPECIALIZED EXPERIENCE : Applicant must have at least 36 months of specialized experience, equivalent to at least the WS-13 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the WS grade indicated. This experience must include activities such as:

Experience or training diagnosing, repairing, overhauling, and modifying more complex vehicles, equipment, and more complicated systems.

Experience which has provided a thorough knowledge of diagnostic equipment.

Experience applying independent judgment in determining methods and techniques required to solve unusually complex maintenance and repair problems.

Experienced in testing, inspecting, and evaluating the work performed on vehicles, equipment and systems.
