The position is located in National Capital Area Office, and reports to the Deputy Associate Area Director of Lands and Planning. The program provides, coordinates and reviews planning services and related technical assistance for NCA parks; studies of potential new park units in the NCA; and environmental compliance services and related technical assistance under the National Environmental Policy Act (NEPA) and other laws.

Responsibilities

The incumbent provides professional assistance, coordination, and leadership on planning projects for parks in the National Capital Region of the National Park Service. This position serves as the program analyst and planning portfolio manager for the NCA. The incumbent provides professional assistance, coordination and leadership on planning projects for parks in the NCA. The purposes of this position are 1) to develop, manage and track the production of a park planning portfolio for each park in the assigned region, including but not limited to general management plans, visitor use management planning, development concept plans, special resource studies, environmental impact statements and assessments, and other documents as they relate to NPS unit and program planning, and 2) contribute to the management of NCA Park Planning Program.
  • Acts as a liaison between the regional planning office, and the National Park Service Planning and Special Studies Division (PPSS) in the Washington Area Service Office (WASO).
  • Works with the Deputy Associate Regional Director of Lands and Planning, regional programs, and senior management and staffing the administration of park planning functions of the National Capital Region.
  • Knowledge of National Park Service process for budget formulation and execution, necessary to provide guidance to parks and regional offices in advance of planning and budgetary implementation process.
  • Performs assessment of individual park planning needs, and assembles, maintains and analyzes the information across the region.
  • Coordinates the Service-wide Comprehensive Call (SCC) process for the Unit Management Planning (UMP) fund source for the National Capital Area.
  • Performs a wide range of duties related to challenging, planning and functions both independently and as a planning team member on multi-disciplinary team of professions responsible for a variety of park planning projects and studies.
  • Provides basic technical assistance on standard, non-controversial studies.
  • Establishes relationships between park units and state, local and other federal agencies as well as various civic groups, environmental organizations, commercial development organizations and interested individuals to effectively discuss routine information.
  • Works with other National Park Service regional portfolio managers to ensure that the National Park Service Park Planning framework is advanced by utilizing a broad set of plans to guide park management.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.


Qualifications

All qualifications must be met by the closing date of this announcement-09/21/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

To qualify for this position at the GS-13 grade level, you must possess one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) experience in project management and application of tracking systems and tools for projects; (2) expert professional knowledge, training and application of planning tools and strategies to support the direction and management of the units of the National Park System, and: (3) ability to articulate, discuss and develop ideas, goals and objectives with a broad range of stakeholders and customer groups.

You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Physical Demands: The work occasionally requires long hours of desk work and is occasionally stressful in that the incumbent must resolve conflict viewpoints. No unusual physical demands are placed on the incumbent.

Working Conditions: Work is performed primarily in offices and meeting rooms. Field trips may involve site visits for planning project areas.

The National Park Service has determined that the duties of this position are suitable for tele-work and the selectee may be allowed to tele-work with supervisor approval.

Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.
