Responsibilities

Serves as Transition Readiness Program Manager, Personal and Professional Development (P&PD) Branch; Marine and Family Programs Division; Manpower and Reserve Affairs Department; Headquarters Marine Corps (HQMC). Advises the Career Services Section Head by conducting analysis, formulation and execution, planning, development, coordination and monitoring of Transition Readiness Program (TRP).

Management

Serves as a subject matter expert providing oversight, development, analysis and administration of Transition Readiness Program and its mission, goals, and objectives; assists in formulation of effective post-transition entrepreneurship, employment, and educational goals; develops policies and procedures to support Transition Readiness Program (Marine For Life Cycle Transition Services, Career Services and Advising, Transition Readiness Seminar) ; marketing initiatives, organizational and development initiatives; and liaison between installation and Headquarters personnel on organizational and strategic initiatives.

Researches and evaluates Transition Readiness programmatic challenges and provides strategic guidance and advisory recommendations for corrective actions at the installation levels.

Provides comprehensive and expert level analysis of transition readiness program, qualitative and quantitative program analysis to provide recommendations on functional business operations, practices, and efficiency. Develops program operational guidance and procedures. Recommends new approaches designed to make desirable changes in program administration and operations. Identifies program documentation requirements and operational procedures.

Responds to Congressional inquiries and Marine Corps program specific tasks. Participates on councils, working groups, and/or teams with external agency partners. Communicates and delivers briefings and presentations on complex concepts, status reports; correspondences with General Officers, key stakeholders, and installation personnel. HQMC representative for the Transition Readiness Program with external organizations, Department of Defense, Interagency partners, and with the Marine Corps.

Independently conducts, reviews, and recommends modifications to program plans and materials; analyzes and develops proposals or provisions in terms of impact on program resources requirements; develops new and revised operating procedures, curriculum and standards for policy and planning to incorporate new and updated provisions that affect operating activities, requirements, and service delivery; conducts review of the administration and operation of the program, and provides guidance.

Analysis and Evaluation

Develops and analyzes data to be used in preparing analytical and interpretative reports and guides on programming. Selects pertinent techniques for data collection to identify aspects of successful and unsuccessful program operations, utilizes a variety of fact finding techniques such as interviews, cases analysis, observation and inspection, to identify problem areas of operation and the recommendations, and prepare reports findings. Performs and oversees performance of research and fact-gathering assignments to provide background information, exchange ideas and discuss application of new knowledge and procedures. Reviews proposed changes in program plans and agency procedures to determine compliance with federal, state, statutory and regulatory requirements.

Budget

Monitors the operating budget for the program. Computes financial data and statistics to prepare reports and forecast budgets for execution, and short and long range plans. Compares current and historical data to determine trends and anticipate future requirements.

Prepares reports and budgets for transition and/or career programs. Conducts program assessment to monitor compliance with program standards for operational improvements. Conducts and participates in program and resources allocation reviews, communicates results and resource requirements to various audiences. Develops program surveys, audits, and special projects.

EVALUATIONS:

Qualifications

Bachelor's degree (Master's preferred) in a related field appropriate to the work of the position and four years of experience in the occupation, or a related field, OR an appropriate combination of education and experience that demonstrates possession of knowledge, skill and ability equivalent to that gained in the above.

Skill in applying a wide range of concepts, principles, and theories relating to military transition readiness. Demonstrated knowledge and experience related to the principles, practices, and operation of program management (transition readiness services) curriculum development, policy development, implementing processes and procedures, and resources to positively impact delivery of services that assist Marines and their families seeking employment, entrepreneurship, education or vocational training. Knowledge and skill to analyze and evaluate procedures and systems to optimize operation of transition service delivery. The ability to communicate orally and in writing with a variety of stakeholders, prepare reports, conduct presentations, annual training, and conferences. Knowledge and experience in fiscal operations related to budgeting, resource allocation and Program Objective Memorandum (POM) review are important.

The ability to conduct travel as needed to support program needs is required.

Operating knowledge of Microsoft Office software suites. Understanding of Inspector General of the Marine Corps functional area checklist process and execution; Knowledge of Share Point functions and applications, Marine On Line (MOL) and Department of Defense Manpower Data Center - Transition Assistance to Civilian Life systems preferred.

This position is considered a Non-Critical Sensitive position and the incumbent must possess or be able to obtain and maintain a SECRET (Tier 3) security clearance to access an IT Level II information system.
