This position is located in the Office of Nuclear Regulatory Research (RES), Division of Engineering (DE), Instrumentation, Controls and Electrical Engineering Branch (ICEEB). The supervisor is Ronaldo Jenkins. This position is in the Bargaining Unit, and is subject to Confidential Financial Disclosure reporting requirements and the security ownership restriction reporting requirements.

Responsibilities

As a Digital Instrumentation & Controls Engineer (Data Analytics), you will serve the Branch to plan and implement research activities related to advanced digital instrumentation and controls areas principally modeling and simulation of emerging designs (e.g., digital twins, robotic process automation) for both advanced and operating nuclear power plants. The purpose of such research is to develop or bolster the technical bases for regulatory decision-making. You will execute research activities to address technical and regulatory issues for the agency program offices. Duties include but are not limited to:

1. Implements research on advanced instrumentation and control systems and the safety implications of using these systems in nuclear applications.

2. Manages the resolution of selected control, instrumentation, human-system interfaces, software engineering and other issues as assigned by the Branch Chief.

3. Provides technical assistance to other divisions and offices and interacts with staff and management on equipment performance research and develops research plans and responses to their work requests, establishing objectives, scope, deliverables, schedule, and outcomes.

4. Serves as the Contracting Official's Representative (COR) in the project management role for the work performed in support of the staff regulatory activities under contract with Department of Energy laboratories, other government agencies, academic institutions, and private contractors to provide technical guidance and to assure compliance with contract requirements. As COR for assigned projects closely monitors the financial expenditures of contractors and recommends budget adjustments and/or justifications as appropriate.

5. Prepares recommendations on the nature, scope and priority for research and technical assistance needed in the instrumentation and controls within the NRC and as assigned acts as the NRC representative to external stakeholders.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (12) in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as 1) experience identifying research and development-related needs based on interaction with stakeholders related to large industrial facilities (e.g., nuclear power plants); and 2) experience in using data science tools to develop research products.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated knowledge of the design, construction, operation, inspection, and evaluation of large industrial plant (e.g., nuclear power plant) systems and components, related to measurement and instrumentation technologies, process modeling and simulation, control systems, and industrial automation utilizing advanced data analytics methods (e.g., Machine learning, advanced visualizations and other statistical/mathematical/analytical methods). Examples may include specific training, education and work experience that demonstrate your knowledge of overall engineering principles related to an appropriate mastery of the knowledge in electronics, computer technology, data communication, instrumentation, and control systems applicable to large industrial plants (e.g. nuclear power plants). Examples may also include evidence demonstrating ability to solve open-ended technical problems and be proficient in the analysis, design, test, and implementation of instrumentation and control systems utilizing appropriate software and hardware tools and devices. Examples may also include computer applications and ability to develop applications programs for modeling, simulation, instrumentation, and control of engineering systems.

2. Demonstrated experience in participating in complex, highly technical research projects or tasks leading to issue resolution.

Examples may include relevant technical research projects or tasks that you conducted with a focus on identification of problem areas, emerging issues and processes used to achieve resolution, and your specific role in the project or task.

3. Demonstrated ability to work effectively with internal and external organizations on technical projects on a variety of subjects related to the instrumentation and control engineering.

Examples may include specific experience and accomplishments communicating effectively with individuals of diverse backgrounds in various organizations. Examples may also include your role and responsibilities in interfacing with other organizations to resolve problems and/or recommended solutions to these problems.

4. Demonstrated ability to communicate and present technical information clearly and effectively, both orally and in writing.

Examples may include experience, training, and accomplishments that demonstrate your ability to communicate and present technical information clearly and effectively. Examples may include oral presentations and/or written documents you prepared and the various levels of individuals for which presentations were made. Examples may also include where you have utilized skills in communicating complex technical issues to professional societies, peers, management, general public, governmental agencies, or others.

Qualification for All Professional Engineering 0800 Series :

Basic Requirements:
  • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

  • OR
  • Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  • Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  • Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  • Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
