Summary

Lead the Government Engagement program of the First Responder Network Authority (FirstNet Authority). Under the direction of the Chief Market Engagement Officer, the incumbent is responsible for FirstNet Authority engagement and relationship building with Federal executive agencies and stakeholders to positively impact and influence wireless broadband-related missions, policies, programs, and funding opportunities that are relevant to public safety communications.

Responsibilities

  • Establish mutually beneficial relationships with Federal Executive agencies to positively impact and influence wireless broadband-related missions, policies, programs, and funding opportunities that are relevant to public safety communications.
  • Develop and implement engagement strategies within the Federal Government sector to deliver insights and data for use by peer organizations in the FirstNet Authority.
  • Develop and disseminate internal reports to peer FirstNet Authority organizations that analyze trends and provide useful insight for the investment, roadmap and technology programs.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Specialized Experience: ZA-V: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level or ZA-IV in the Federal government, performing the following duties:
  • Leading the development of operational strategies that guide program development and execution;
  • Engaging with Federal government officials in support of initiatives that benefit public safety communications;
  • Managing staff and/or programs that work cross-functionally to accomplish program objectives.

    Time-in-Grade Requirements:
    Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.     his is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
