Summary

This position is located in the United States Department of Agriculture, Agricultural Research Service, Office of the Associate Administrator within the Office of National Programs with one vacancy in Beltsville, Maryland.

This position is restricted to those within the local commuting area.

The incumbent is an Agricultural Science Advisor with experience and expertise in planning, accountability, reporting, program management, and strategic communication.

Responsibilities

  • Provides essential scientific, technical, program, and policy direction and guidance supporting the implementation of the Government Performance Results Modernization Act, Evidence Act, and other strategic initiatives.
  • Advises Agency on issues concerning planning, performance, and evaluation policies and other issues of importance to the Agency, developing and justifying alternatives and providing recommendations.
  • Facilitates the work of others in performing broad, critical analyses and evaluation of key issues and programs, and leads and coordinates communications and staffing for ONP special projects.
  • Analyzes and evaluates the effectiveness of operational processes and capitalizes on synergies and efficiencies across research programs and functions to ensure ARS's programmatic success.
  • Develops an external communication strategy for the Office of National Programs that advances the ARS research agenda through use of strategic communication focused on budget and other strategic priorities
  • Synthesizes and interprets complex national program information and issues, facilitates communication, coordinates input, and assembles and disseminates information.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level).

Basic Requirements:

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

AND

In addition to meeting the basic requirements described above, applicants must also meet additional qualification requirements as stated below.

Specialized Experience : Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience analyzing, implementing, or making recommendations on policy related to a research based program; and participating in strategic planning activities or communication initiatives for a research-based program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
