Summary

As a Supervisory Transportation Operations Specialist, serves as a Branch Chief within the Automated Solutions Division of Office of Fleet Management (QMD), FAS/Office of Travel, Transportation and Logistics (QM), in Washington, DC. In this capacity, is responsible for the effective management and operation of Nationwide systems.

Responsibilities

  • Assists the Division Director in providing technical direction, assistance and coordination for the regional offices concerning systems issues and their impact upon service delivery to customers.
  • Implements and oversees systems and necessary enhancements to improve internal management, communications performance, reporting capability and management controls. Manages and oversees systems to ensure database integrity, accurate invoicing to customers, and proper tracking of transactions.
  • Oversees the liaison function between regional locations and the Office of Federal Acquisition Service Chief Information Officer for the acquisition and installation of PC hardware, software, network requirements, and communication.
  • Directly supervises a staff of transportation operations specialists, IT specialists, and program analysts.

  • Serve a one year supervisory or managerial probationary period, if required.

The GS-14 salary range starts at $121,316 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized Experience:

Specialized experience is experience reviewing, analyzing, and evaluating the effectiveness and efficiency of a motor vehicle fleet management program. This experience must include at least 3 or more of the following:
  • Analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs;
  • Overseeing workforce and other related studies;
  • Coordinating and analyzing findings and making recommendations on substantive programs;
  • Identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to determine if success has been met.

  • Knowledge of a) information systems as they relate to Motor Vehicle Management programs and b) systems controls as they relate to financial management and system integrity to ensure the Division's achievement of FAS/GSA broad program objectives as effectively and economically as possible.
  • Knowledge and experience coordinating, and implementing policies and procedures on inventory control, invoice processing and payment, transaction processing, financial reporting, and analysis of billings for customers.
  • Knowledge and experience participating in the selection, design, and development of medium and long range enhancements to a variety of systems.
  • Knowledge and experience handling grievances, ensuring equal employment opportunity, and fulfilling overall personnel management responsibilities.
