Responsibilities

PPSM merges the skills and knowledge of Human Capital Management with technology and project management in support of the Agency's Human Capital strategy. As the incumbent, you will manage the lifecycle of the HR technology designed to improve the workflow, simplify procedures promote customer service, and comply with OPM, State Department, or other legal or policy requirements

As a Human Resources Specialist (INFOSYS), your duties will include the following:
  • Leading and managing complex Human Resources Information Systems projects or program issues of broad agency-wide impact;
  • Analyzing the HR technology portfolio to ensure the solutions are enabling the HR Operating Model and meeting current and future business requirements;
  • Accomplishing critical HR IT management work related to the conceptualization, design, documentation, and management of programs and projects that focus on USAID's human capital;
  • Configuring and customizing reference tables and data with the HR systems;
  • Determining actions required to resolve current or potential problems in the areas of systems operation and report generation, and initiating corrective action with appropriate staff; and
  • Defining and determining requirements for current and future IT business environments, resolving policy conflicts that arise, and interpreting policies in terms of established objectives and intended requirements.

Qualifications

Selective Placement Factor: This position includes a skill, knowledge, ability, or other worker characteristics basic to -and essential for- satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. Your resume must demonstrate an advanced level of experience with the ServiceNow HR Service Delivery (HRSD) product to optimize HR operations and drive business results.

GS-12; You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) managing complex Human Resources Information Systems projects or program issues of broad agency-wide impact; (b) providing human resources consultative and technical HRIS (Human Resource Information System) services to agency staff; and (c) assessing human resources programs to deliver a full range of support for the implementation of human capital plans, policies, and practices.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
