The Division of Grants Policy (DGP) implements new NIH and Federal-wide initiatives, maintains NIH policy source documents such as the Grants Policy Statement, and provides leadership and support to address emerging issues associated with grants policy, electronic research administration, and grants management.

Responsibilities

  • As a Supervisory Grants Management Specialist (Policy), some of your duties and responsibilities will include, but are not limited to the following:
  • Serve as Director, Division of Grants Policy with principal responsibility to implement Federal laws and regulations pertaining to the administration of extramural grants and cooperative agreements.
  • Provide administrative and technical supervision over the Division staff and coordinate activities with other divisions within the OPERA.
  • Serve as a professional authority for the NIH on matters related to DHHS, PHS, and NIH extramural policies, guidelines, and procedures, as well as other Federal regulations and requirements relating to grants administration.
  • Provide the Director, OPERA, and Deputy Director for Extramural research with expert analysis and strategy relating to proposed legislation or regulations to determine the impact on NIH research grants programs, operations, and management.
  • Identify and define major issues and provide management direction and oversight in areas pertaining to research administration. Assure electronic research administration systems development is consistent with policy requirements.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing leadership in areas related to developing and implementing grant management policies regarding grants administration laws and regulations; formulating new and modified grants management policies and procedures; evaluating compliance with existing policy and procedures.
