Summary

This position is located in the Rural Development Office of the Virginia State Director. The incumbent has responsibility for establishing, marketing, managing and servicing loans or grants for community facilities, public utilities or businesses.

Responsibilities

  • Reviews loan applications for completeness and conformance with RD statutory regulations; performs in-depth analyses of financial credit information to determine credit-worthiness
  • Conducts site visits to determine a project's desirability
  • Prepares written loan approval determinations or recommendations for loan approvals; provides a wide variety of servicing actions for assigned portfolio(s)
  • Develops, implements and coordinates a broad and aggressive outreach and marketing program for assigned loan portfolio(s)

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

For GS-7 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-05; or its non-Federal equivalent that demonstrates thorough knowledge and understanding of loan examining and/or servicing principles, procedures and techniques as they apply to investigation, analysis, and evaluation of financial factors and credit risks in relation to the granting and servicing of mortgage loans. Experience may have been gained in work equivalent to furnishing general information concerning loan programs, eligibility requirements, financial and credit requirements; reviewing loan applications for eligibility and financial soundness; and analyzing information provided by loan applicant and making recommendations to a higher-level loan specialist about loan eligibility OR Bachelor's degree with Superior Academic Achievement for two-grade interval positions OR Completion of one full academic year of graduate education from an accredited college or university with a major in a field of study as listed below may be substituted for
specialized experience. Equivalent combination of education and experience are qualifying for this grade level.

Undergraduate and Graduate Education: Major study - finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other field related to the position, such as agriculture, agriculture economics, farm livestock and ranch management, or rural sociology.

Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses.2. Grade-point average - Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed bases on 4 years of education, or as computed based on courses completed during the final two years of the curriculum; OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.3. Election to membership in a national scholastic honor society
