Responsibilities

The Director, Office of Civil Rights and Diversity Inclusion (OCRDI) is responsible for overseeing programs that protects and serves the rights of all HRSA employees and applicants to positions at HRSA, as well as applicants, recipients and beneficiaries of federal funds awarded by HRSA by enforcing federal laws, policies and practices prohibiting discrimination. The Director also works to promote diversity and inclusion in the HRSA workforce. In this capacity, the incumbent serves as a key advisor to the HRSA Administrator on a variety of equal opportunity and civil rights issues impacting the agency's complex and diverse workforce and programs. The Director, OCRDI will design and direct programs, policies, and procedures based on rules, regulations, laws and Executive Orders governing equal opportunity, civil rights, affirmative action and human resources. This will include the development and implementation of policies and procedures that effectively identify, correct and prevent systemic equal opportunity problems and resolve issues alleging class or institutional discrimination.

The Executive will serve as the key advisor to the HRSA administrator on equal employment and civil rights issues with responsibility for overseeing the formulation, implementation and management of the equal opportunity, civil rights, and diversity and inclusion activities for the agency.

The executive will direct the implementation of the requirements of Section 504 of the Rehabilitation Act of 1973, Title VI of the Civil Rights Act of 1964, the Age Discrimination Act of 1975, the Americans With Disabilities Act, and the Genetic Information Nondiscrimination Act of 2008, as they apply to the agency and recipients of HRSA funds.

The executive will direct the agency's EEO complaints system, including oversight, early resolution activities, recommendations for final agency decisions and settlement negotiations with the Office of General Counsel, complainant's counsel and agency management officials.

As Director OCRDI, the executive will oversee efforts to identify and remove barriers to meaningful access for both HRSA's workforce and external customers, including management of the reasonable accommodation program and disability services.

As principal advisor to and spokesman for the Administrator, the executive will provide leadership and direction in establishing and maintaining agency-wide equal opportunity, civil rights and diversity management policies to meet agency mission within the context of appropriate laws.

The executive will develop, implement, and monitor the agency's annual mandatory reporting including the Management Directive 715 Report, Disabled Veterans Affirmative Action Program Report and the Federal Equal Opportunity Recruitment Program Report, including the collection and analysis of related data.

The executive will serve as the focal point in the agency for equal opportunity, civil rights and diversity management activities, maintaining awareness of the Administrator's objectives and exercising analytical judgment to anticipate problems and issues that may arise.

The executive will assure that program needs are met in response to program changes or as a result of shifting emphasis and direction.

The executive will serve as the agency liaison with the Department and other Federal agencies, State and local governments, and other organizations related to equal opportunity, civil rights and diversity management matters. The executive will also represent the agency in dealings with Equal Opportunity Commission.

The executive will establish and maintain effective relationships and participate in meetings and conferences with top level agency, Departmental and Congressional officials and governmental counterparts to ensure appropriate perspectives are included in the development of agency goals and policies.

The executive will manage and advise on a wide variety of recruitment and employment programs designed to enhance the diversity of the HRSA workforce through establishing networks with professional minority and women's organizations committed to public health.

The executive will collaborate with the agency's Deputy Administrator and key agency officials in formulating and developing short and long range plans, objectives, initiatives and recommendations to eliminate practices that hamper the recruitment and retention of a diverse workforce, and to eliminate discriminatory actions that affect training and development for those in the workforce with special needs.

The executive will develop and recommend policies and priorities designed to implement the letter, spirit and intent of the Office of Personnel Management, the HHS Office of Civil Rights, and HHS requirements under Executive Orders and Equal Employment Opportunity and civil rights legislation and related regulatory guidance.

  • One-year probationary period is required unless previously completed one year in the Senior Executive Service.
  • The Ethics in Government Act, PL 95-521 requires the applicant selected for this position to submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications, and the Mandatory Technical Qualifications listed below. Evidence of this experience must be incorporated into your five page resume . Separate narratives for the Executive Core Qualifications and Mandatory Technical Qualifications will not be accepted or considered. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.
