This position administers and oversees the NIH Purchase Card Program and serves as the Agency/Organization Program Coordinator (AOPC). The position is under the Division of Simplified Acquisition Policy and Services Branch (DSAPS) , Office of Acquisition Management and Policy (OAMP), Office of Acquisition and Logistics Management (OALM), Office of Management (OM), Office of the Director OD), National Institutes of Health.

Responsibilities

Major duties of this position include
-Serving as the Agency/Organization Program Coordinator (A/OPC) and administering and overseeing the NIH Purchase Card Program
-Developing and implementing NIH purchase card policy
-Setting up, managing and monitoring accounts, and overseeing the day-to-day operation of the program
-Ensuring completion of required training for cardholders and approving officials
-Serving as liaison between the bank and the NIH purchase cardholder community
-Providing simplified acquisition and purchase card guidance to NIH cardholders and communicate any policy updates, findings and other information
-Preparing and presenting briefing documents and reports for senior leadership and other agency officials to keep management abreast of the changes and the impact on the purchase card program
-Serving as Branch Chief and supervising staff within the branch. Communicating team assignments, projects, problems, milestones, and time frames for completion

Qualifications

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: serving as the Program Coordinator for the GSA SmartPay Program or a similar Government Purchase Card Program; providing simplified acquisition and purchase card guidance and advice on legislation, policy and procedures; serving as the subject matter expert to staff and stakeholders.

    ASSESSMENT QUESTIONNAIRE:

    ELIGIBILITY/PREFERENCE DOCUMENTATION:
