Responsibilities

The NRO will make selections at the GG-13 level for this position.

As a HUMAN RESOURCES SPECIALIST you will be responsible for the following duties:
  • Provides management advisory/consultative services in one or more of the HR Functions (e.g. workforce restructuring, performance management, awards and recognition, data systems, entitlements and allowances, employee relations, rank-in-person promotion process, and employee development) rendering broad advisory services and/or policy interpretation on highly complex agency-wide or equivalent issues.
  • Provides comprehensive performance management advice and guidance to applicants, employees, managers, and supervisors on civilian personnel regulations, policies, and procedures; and recommends solutions to personnel-related problems and issues.
  • Performs workforce analysis, monitors trends and keeps the Office of Human Resources (OHR) leadership informed of issues, possible effects, and potential problems in the civilian workforce.
  • Assist managers with planning and implementing reorganization that typically involve major mission changes and realignment of all/most positions and personnel, as well as identifying positions to be reclassified prior to making such changes.
  • Plans, initiates, monitors, and evaluates the NRO Cadre's civilian personnel management actions.
  • Coordinates and conducts in-depth studies of special interest to identify and recommend solutions to problems.
  • Performs necessary research, correlates and analyzes findings, and develops recommended program-oriented actions to improve civilian personnel support to the mission.
  • Analyzes and evaluates performance program execution for the organization; recognizes problem areas; and originates solutions to complex and unusual issues.
  • Maintains liaisons with personnel, finance, and payroll offices to ensure personnel actions and entitlements are correctly and timely administered, and that problems are quickly resolved.
  • Receives and responds to inquiries from personnel offices servicing the organization regarding complex and difficult problems in the programs as they relate to command support.
  • Researches HR laws, policies, regulations and reference material, analyzes information, selects appropriate approach and recommends corrective action.
  • Performs special assignments and projects.
  • Independently identifies the need for and initiates special projects and studies.

Qualifications

This position is a Full Performance Level DCIPS position. DCIPS Full Performance Level positions include GG-13. The NRO is accepting applications from both Federal Government employees and non-federal government employees for this position. Federal Government employees, who currently are GS/GG-13, or equivalent, may ONLY apply for lateral reassignment at their current grade level and step.

**Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade IAW DoDI 1400.25 Volume 2006.


This position has a Basic Requirement for the 0201 series:
  • Practical knowledge of personnel activities to include one or more of the following: leading teams doing recruitment and placement, position classification, workforce restructuring, performance management, awards and recognition, data systems, employee benefits, entitlements and allowances, employee relations, promotions, and employee development.
  • Practical knowledge of human resource management (HRM) principles, concepts, regulations and practices, analytical methods and techniques and sufficient to provide advisory service and develop policy interpretations; to resolve HRM problems; identifying and proposing solutions to HRM problems and issue; and evaluate an recommend overall plans and proposals for HR projects.
  • Ability to coordinate with others; work closely with managers to gain acceptance; and to advise on policy and program issues in all functional areas of HRM.
  • Knowledge of and proficiency in the use of personnel management applications, systems, and procedures as required to accomplish work assignments.
  • Skilled in written and verbal communications to prepare briefs, proofread, edit and write reports, awards, correspondence, instructions, and guidance and to present briefings.
  • Coordinates tasks, meetings, and developing common ground solutions.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Specialized experience required for this position is:
  • Providing program management and consultative services in human resources functions such as, performance management, employee development, and organizational development.
  • Perform workforce analysis and monitor trends to assist managers with planning and implementing employee development activities.
  • Facilitate training requirements and recommend course of action based upon end of course evaluations or other survey results; Create training solutions/aids and aid in development of curriculum utilizing adult learning principles.
  • Deliver training curriculum through a traditional classroom setting or use of distance learning technology. (Experience must be reflected in resume)
