Summary

This position is located in the Agricultural Research Service (ARS), Headquarters, Information Technology Services Division, in Beltsville, MD.

The incumbent is responsible for providing support to the Locations and Area information technology (IT) operations and the telecommunications program. This includes activities related to national IT efforts including hardware, software, data communications, and system security; and computer support of and supplementation to national systems.

Responsibilities

  • Serve as a resource for users/ authorized operators about security and data file access restrictions for systems, and coordinates password, multi-factor authentications, and other access requirements.
  • Take receipt of new hardware systems and coordinates the activities to ensure accuracy, quality, functionality, installation, and configuration (made operational).
  • Participate with the supervisor in the design, installation and maintenance of local servers including, but not limited to, Backup Systems (tape, etc.), Network Accessible Storage, routers, switches, and virtual environment
  • Identify actual source of problems as it is related to hardware, software or user working with internal and vendor firm to develop patches, fixes, and other actions to document or resolve problems.
  • Manage administrative automated applications throughout the Area?s supported locations.
  • Act as a Contracting Officer's Representative (COR) with responsibility for the scope of the contract(s) (such as those related to computers, facilitates management related to IT environments, and development of administrative systems).
  • Implement future systems, equipment, and software upgrades to accommodate growing needs and current technology trends.
  • Develop written procedures for end users and provides support in the development of IT training.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements:
Applicants must have IT-related experience demonstrating each of the four competencies listed below:

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and make recommendations.

Specialized Experience : Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with technical support for an office including assisting with database management and computer programing; and assisting with the installation or configuration of computer applications or hardware.

OR

Completion of a Ph.D. or equivalent doctoral degree in a related major field of study; or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
