Summary

This position is part of the National Archives and Records Administration in the Project Management Branch. As a/an SUPERVISORY IT PROJECT MANAGER, you will serve as the Deputy Branch Chief for the Project Management Branch, responsible for directing, managing and supervising the work of IT Project Managers and IPJ Project Teams. Monitors the integration, cost, quality, human resources, communications and procurement activities of information systems projects.

Responsibilities

As a SUPERVISORY IT PROJECT MANAGER, you will:

-Serve as Deputy to the IPJ Branch Chief, responsible for directing, managing and supervising the work of IT Project Managers and IPJ Project Teams.
-Monitors the integration, cost, quality, human resources, communications and procurement activities of information systems projects.
-Provides management leadership for the development and major enhancements of IT applications and systems, including lifecycle, multi-office, single-office and stand-alone applications.
-Managing follow-on software application enhancements through the lifecycle in accordance with NARA's Systems Development.
-Stays current on government-wide initiatives impacting information technology programs and services, and of Agency mission, strategic plans, program functions, policies and procedures, management and teaming philosophies and techniques, etc., in order to provide guidance to team members on procedures, policies, directives, etc.
-Plans for and provides training and assistance to NARA personnel in project management tasks and activities.

  • Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.

    Specialized experience for the GS-14 is defined as one year of experience at the GS-13 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as experience:

    -Providing leadership and oversight to staff providing technical advice in developing, implementing, evaluating, and improving processes for IT systems, including emerging technologies. AND
    -Leading briefings and guidance to senior executives, management, and external subject matter experts in the areas of IT Project Management, systems analysis, and applications software. AND
    -Experience leading project management techniques, such as; agile waterfall, project coordination, project execution, project communication/reporting, and teaching project management techniques, OR
    -Experience coaching individuals on communicating IT project management, orally and in writing, to diverse audiences in order to assess needs and explain options.

    In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-14, you must have been at the GS-13 level for 52 weeks.
