This position is located in the Cybersecurity and Infrastructure Security Agency (CISA), Office of the Chief Human Capital Officer OCHCO), Human Capital Services.

Responsibilities

The primary purpose of the position is to serve as Supervisory HR Specialist responsible for providing strategic direction for, as well as leadership and execution of organizational recruitment and Staffing/USA Staffing implementation, training and development programs and initiatives. The incumbent will serve as a senior level supervisor for a combination of the following program areas: classification, staffing and recruitment, assessment, placement, employment, merit system programs, and on-boarding. Typical work assignments include:
  • Implement, oversee and manage recruiting/staffing in USAStaffing Talent Management Acquisition System.
  • Create, validate, implement, and maintain HR Business processes and HR SOPs to drive successful, consistent practices for the agency and HR practitioners.
  • Facilitate the development of USA Staffing and/or Recruitment Application Dashboard for CISA and employee usage.
  • Using USA Staffing-provided materials to communicate about the implementation with stakeholders.
  • Identifying content and configurations desired for USA Staffing.
  • Informing USA Staffing Account Manager of intended implementation schedule.
  • Perform USA Staffing Office Administrator for HR functions.
  • Provide reports to leadership on implementation progression and timelines.
  • Communicate with HR practitioners on agile USA Staffing system changes, needs for enhancements, updates to business practices, etc.
  • Plans work to be accomplished by subordinates; and sets priorities and establishes schedules for work completion.
  • Assigns work to employees based upon priorities, requirements of assignments and capabilities of employees.
  • Directs a specialized program managing human resource staffing, recruitment, delegated unit authority, classification and other special hiring authorities across the agency.
  • Develops goals and objectives which need additional emphasis; and decides the most appropriate solution or approach for resolving resource shortages.
  • Proactively identifies and implements improvements in USA Staffing training curriculum and communication using industry standards for testing methods, needs analysis, and redesign for communications, training programs and learning materials.

Qualifications

You may qualify for the GS-15 grade level, if you possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtain in either the public or private sector) performing all of the following duties

1) Applying expert knowledge of Federal human resources staffing and recruitment processes, practices, and systems.
2) Implement and manage an agency recruitment and staffing Talent Management Acquisition System.
3) Supervise and direct the work of a Human Capital team responsible for delivering all aspects of recruitment and human resources staffing practices from cradle-to-grave (e.g., merit promotion, delegated examining authority, direct hire authority and other hiring authorities, and position classification). 4) Train and oversee work in progress and reviews/approves completed work in an automated recruitment systems, such as USA Staffing, Monster, etc. and tracking systems.
5) Addressing Human Capital management challenges and recommending improvement and/or revisions for the Talent Management Acquisition operations and systems.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
