Summary

A successful candidate in this position will lead the OCFO's Internal Control Program to implement and incorporate OMB A-123 requirements into the CFO's accounting operations, and business processes to produce an unqualified statement of assurance for the OCFO organization. A successful candidate will also lead the process to publish the Department's Agency Financial Report, Payment Integrity Program, and implementation of data analytics for improving the Department's financial management.

Responsibilities

As a Supervisory Accountant, you will:
  • Exercise full supervisory oversight for employees in the Office of Finance and Accounting. (OFA)
  • Provide expert advice, assistance, and guidance to OFA management, Headquarters, program officials, Field finance offices, and DOE employees regarding the Government's policies and practices in one or more of the following areas: costing and accrual methodologies, cash and investment management, loan accounting, obligation analysis and processing, Intra-governmental Payments and Collections (IPACs) including suspense accounting clearing, accounts receivables, reimbursable work, inter-entity cost and payment transfers, deposits and collections, property accounting, payroll, or permanent change of station travel, interface file management, data and table value setups in the DOE's financial management system, as well as, financial reporting.
  • Write operating procedures to complement implementation of automated systems enhancements or to comply with new regulations or statutes. Respond in writing to freedom of information requests, GAO or Office of Inspector General's investigations, and congressional inquiries.
  • Conduct surveys and studies to measure the effectiveness, efficiency, and customer satisfaction of the Department's accounting and financial processes.
  • Review, analyze, reconcile the balances and troubleshoots problems in the automated financial management system and subsidiary systems, researches problems, determines and initiates corrective action, and perform follow up to ensure corrections have been processed properly.
  • Review operations to assure the adequacy of internal controls to minimize the risk of fraud, waste, and abuse.

First-time supervisors are required to complete a one-year probationary period, if not previously completed in a competitive or other excepted service position.

Eligible candidates for this position must be able to obtain and maintain a Department of Energy "Q" level security clearance. Position requires the incumbent have access to highly classified/restricted data documents and/or materials, thus the position demands the highest degree of public trust.

This position has also been designated as a Testing Designated Position (TDP) subject to testing for illegal drug use. The selectee must test negative prior to bring appointed to this position and will be subject to random testing thereafter. Failure to pass or refusal to take subsequent tests could result in non-selection or disciplinary action, up to and including removal from the Federal service.

Qualifications

BASIC REQUIREMENTS:

A. Degree: Successful completion of a full 4-year course of study leading to a bachelor's or higher degree that included a major field of study in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;

  • OR

    Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:
    • Analyzing and evaluating accounting operations to prevent and detect improper payments to ensure it's in compliance with Treasury, OMB and GSA regulations.
    • Managing or leading a team in conducting review of the department's internal controls, improper payments, and fraud.
    • Managing a project to identify and develop data analytics to reduce improper payments and fraud.

  • Expert knowledge of the Payment Integrity Information Act of 2019 (PIA); OMB Circular A-123, Management's Responsibility for Enterprise Risk Management, the Federal Managers' Financial Integrity Act (FMFIA), Federal Financial Management Improvement Act (FFMIA), GAO Standards for Internal Control in the Federal Government (Green Book), and the GAO Fraud Risk Framework.
  • Ability to understand and implement data analytics to improve financial management, including techniques to detect and prevent instances of fraud and improper payments.
  • Knowledge of accounting theory, concepts, principles, practices, and financial management.
  • Knowledge of government accounting principles, guidelines, precedents, and techniques.
  • Ability to communicate verbally and in writing with senior management at various management levels, contractors, vendors, and other Federal agencies.
