WHAT IS THE TAX EXEMPT & GOVERNMENT ENTITIES (TEGE) DIVISION? Tax Exempt & Government Entities Division serves Employee Plans which examines the returns of qualified pension benefit plans compliance. Exempt Organizations ensures not-for-profit organizations meet tax-exempt status requirements. And, Government Entities ensures organizations meet their tax withholding and employment tax payment requirements.

Responsibilities

WHAT DOES A FINANCIAL MANAGEMENT ANALYST DO? As a Financial Management Analyst you will be responsible for performing analytical and evaluative work relating to mission-oriented programs of the organizations. In this role, you will perform all aspect of planning, analysis, formulation, justification, presentation, and executive of the multi-year budget. In addition, you will be involved in interpreting budget policy and direct funding decisions that must support operating goals and financial management principles. In this position, your assignments will involve reviewing budget estimates and reports from Organization Units and Operating Divisions or Project Offices, financial statements, and overall program plans to devise budget forecasts.

As a Financial Administration and Program Specialist you will:
  • Plan and develop servicewide or organizational budget formulations; Review and analyze budget requirements/submissions from individual or organizational components.
  • Develop operating financial plan(s) and monitor the execution of financial plans and their impact on specific programs.
  • Allocate support resources to the operating offices, prepares staffing and resource distribution plans, develops controls for the financial accounting of these resources and conducts cost and spending studies.
  • Participate in preparing Business Plans.
  • Provide wide range of counseling and advisory services to leadership and managers on utilization of resources, recommended redistribution of resources, program adjustments and progress in achieving organizational objectives.
  • Develops and coordinates the development and preparation of guides, instructions, manuals, and technical reports and documents related to assigned areas of responsibility.

Qualifications

You must meet the following requirements by the closing date of this announcement.GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:t Experience demonstrating the accomplishment of financial management project assignments where the applicant is the authoritative program expert with substantial responsibility for performing analytical and evaluative staff work primarily involving financial management and strategic planning. Expert knowledge of written and oral communication techniques to deliver presentations and write comprehensive reports on studies and analyses involving complex or technical information including summaries, conclusions and recommendations. This work includes conducting cost and spending studies; evaluating the progress in achieving strategic objectives; preparing reports for executives; and using statistical and process improvement methodologies to develop and/or implement performance measures, analyze processes, identify improvement opportunities, and improve customer service.

-The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-timework; part-time work is considered on a prorated basis.
