Summary

Supervisory IT Specialist (Data Management (DATAMGT)) positions located in DOL, Bureau of Labor Statistics (BLS), Office of Technology and Survey Processing (OTSP) provide IT support to all aspects of BLS data development initiatives. BLS measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.

Responsibilities

This position serves as a Branch Chief within OTSP, Division of Technology and Network Management. Duties include, but are not limited to the following:

1) Serves as senior technical expert and functions as a technical authority within BLS on database management and application servers. As such, the incumbent:

- Develops work breakdowns, resource estimates, schedules, and plans using the program's established project planning tools and methods. Written plans, charts, and precedence diagrams will be produced, progress will be reported regularly, and the scope and effectiveness of the project will be continually reassessed to determine if changes in approach are warranted to assure success.

- Organizes and controls projects of great complexity sometimes extending over months or years. This can include leading teams consisting of government and contractor personnel including systems analysts, economists, statisticians, and other Bureau professionals to recommend or implement policies for data management.

- Creates procedures and implements features for system backups so that developers and production personnel can carry on with their work with high confidence that data are recoverable and data integrity is maintained.

- Leads and participates in the analysis and definition of requirements and specifications for database management and application servers and supporting/interfacing technologies; the design, development, and installation/implementation of comprehensive BLS database management and application server environments with interfacing web and n-tier technologies; and the maintenance, monitoring, complete performance tune-up, security backup, and execution of recovery operations for database management and application server technologies.

- Monitors ongoing work and takes corrective action if variances occur.

2) Develops and administers data management and application server related policy guidance for the organization, as well as database standards and operation procedures, and responds to requests for interpretations of policy and procedures by users.

3) Aggressively pursues "leading-/cutting-edge" technological advances in database management and application servers that lend reasonable promise of enhancing the computing environment's overall characteristics, such as reliability, performance, cost effectiveness, and functional support. This pursuit must be initiated by and justified by the incumbent, and in adherence to general BLS ADP and IT Security guidelines.

4) Leads and performs work related to evaluating and providing recommendations on new database technologies and n-tier architectures, especially when analyzing current systems and planning for such things as anticipated changes in data capacity and production requirements.

5) Supervises IT Specialists and other staff who represent various specialties, and is responsible for the allocation of resources and assignment of work in order to accomplish the BLS mission in accordance with priorities that have been agreed upon with senior BLS IT management and stakeholders. The incumbent is responsible for establishing performance goals, assigning work, tracking achievements of staff, appraising employee performance, providing technical and managerial direction to staff, approving leave requests, and reporting to senior BLS IT management and BLS program managers. The incumbent serves as the initiating official for personnel actions, the requesting official for procurement actions, and is responsible for initiating and monitoring labor hour task orders. The incumbent works with BLS Contracting Officers and Contracting Officer Representatives to develop work packages for deliverables assigned to contractors.

6) Makes substantive contributions to the development and testing of plans related to continuity of operation and access-security plans, as well as ensuring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of data management services.

7) Makes major contributions to program and project office-wide initiatives and policy decisions to improve IT methodology, system operations, and organization effectiveness. Integrates complex information from multiple sources in order to provide the most complete, pertinent and efficient responses to internal and external queries; coordinates multiple, high-level resources to best meet the needs of division and program customers and stakeholders; and participates in senior BLS and DOL teams and committees.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Minimum Qualifications

Basic Requirements

IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing project/program requirements.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth analysis and resolution of complex problems such as assessing customers' needs and tailoring information about products and/or services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally justifying decisions, conclusions, findings, and/or recommendations in a professional setting such as orally presenting project/program-related information to engage in open and constructive discussions and sharing of information.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve complex problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve project/program-level issues that impact the work and outcomes of an organization.

  • AND

    Specialized Experience

    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, i.e. GS-13, in the federal service. Specialized experience is defined as ALL of the following:

    1. Extensive experience managing an enterprise-level Oracle Database Management System in a large environment (such as 1000+ users) with n-tier technologies. An example of an experience indicator at this level includes: quality assurance validation of enterprise-level Oracle DBMS n-tier structure for performance on all new and modified instantiations across Presentation, Logic, and Data Tiers.

    2. Demonstrated experience setting standards and operation procedures for data management. Examples of experience indicators at this level include the following: simplify data application upgrades; consolidation and retirement through personnel oversight, mentoring, and guidance; OR, empower collaboration between architects, developers, DBAs, and IT operations staff.

    3. Demonstrated experience with performance tuning. An example of an experience indicator at this level includes the following: utilizing advanced level troubleshooting techniques to ensure performance anomalies can be rectified and resolved, for example, in regard to coding, data corruption, throughput, latency, or memory usage.

    4. Demonstrated IT Project Management experience providing products and/or services. An example of an experience indicator at this level includes the following: initiating, planning, executing, controlling, and closing-out the work of a team to achieve specific goals and meet specific success criteria.
