Responsibilities

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Budget Analyst, you will:
  • Perform a wide variety of administrative and analytical duties connected with the review, justification, and presentation of the budgets for a program office or major component(s) of a program office.
  • Provide advice to top management on the Federal budget process. May develop, recommend, and implement budgetary policies affecting the financing and accomplishment of national programs.
  • Provide long-range analysis of the potential effects of budgetary actions on national economic, social, and political objectives.
  • Develop proposed appropriation language in support of new or revised program and budgetary requirements. Track progress of program office appropriations through Congress.

The Office of the Chief Financial Officer (OCFO) provides leadership in instituting financial integrity, fiscal responsibility, and accountability throughout the Department of Housing and Urban Development. The mission of the OCFO is to lead the Department's Headquarters and Field Office officials toward the understanding and practice of sound financial management in program development and operations, and in the stewardship of public resources. The CFO reports directly to and advises the Secretary on all aspects of financial management, including accounting and budgetary matters. The OCFO: (a) ensures the Department establishes and meets financial management goals and objectives; (b) ensures that the Department is in compliance with financial management legislation and directives; (c) analyzes budgetary implications of policy and legislative proposals, and (d) provides technical oversight with respect to all budget activities throughout the Department. The Assistant CFO for Budget is responsible for the development of budget plans, policies and procedures and for the overall supervision and management of the Office of Budget. Advises and assists program staff offices in their budgetary responsibilities and appraises the effectiveness of these activities; administers the Department's systems of administrative control of funds; advises on budget and fiscal implications of policy and legislative proposals; and administers the issuance of policy and legislative proposals; and the issuance of staff ceilings and monitors staff usage in the Department.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience:

For the GS-14, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

Specialized experience includes experience managing the formulation, justification, and execution of a budget and serving as a technical authority on the long range funding needs for an entire Agency/Organization or a major program/component.
Examples of such experience could include:
  • Developing and implementing policies regarding budget that affects the financing of programs.; OR
  • Developing and recommending appropriation language changes regarding budget changes.; OR
  • Formulate procedures for budgetary allocations and controls and other financial actions.

For the GS-13, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialized experience includes experience independently performing budget formulation and/or execution functions.
Examples of such experience could include:
  • Identifying and analyzing changes in budgetary and/or financial policies, regulations, constraints, objectives, and available funds that affect the accomplishment of program objectives; OR
  • Analyzing budget and/or financial program data to develop annual and multi-year budget estimates for assigned programs and activities; OR
  • Conducting research, identifying, and analyzing trends in the use of funds, and recommending adjustments in program spending that require the rescheduling of program workloads; OR
  • Assisting program managers and staff officials in interpreting the impact of, and planning for, multi-year financial/budgetary and program changes.

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks.
For the GS-13, you must have been at the GS-12level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
