Responsibilities

- Functions as a senior level Planning Specialist and performs the Directorate's most difficult and highly responsible technical assignments involving advanced planning, strategic planning, and agency performance management functions.
- Responsible for designing and conducting comprehensive studies where the boundaries are extremely broad and difficult to determine.
- Participates as a key player in the development and implementation of DeCA's Long Range Plan and Strategic Plan, and their inclusion in all aspects of functional programs and business operations.
- Interprets GPRA, Presidential management agendas, Department mandates and other Executive programs to support the development and management of the Agency's performance management program.

Qualifications

To qualify for this position you must possess One year of specialized experience equivalent to GS-13 grade level that equipped you with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at GS-13 or equivalent under other pay systems in the Federal service, military, or private sector.

In addition to meeting the qualifications outlined above, you must also meet the following requirements:

Time after competitive appointment: Candidates applying under merit promotion must have completed three months of civilian service after a competitive appointment by the closing date of the announcement. (5 CFR 330.501)

Time-in-Grade: Current or previous federal employees must have held a permanent appointment in the competitive or excepted service for a minimum of 52 weeks at the GS-13 (or equivalent) level to be eligible for the position by the closing date of the announcement.

Examples of specialized experience include:
  • Conducting research and studies to determine the likely impact of new and emerging technology and industry practices on DeCA's business operations.
  • Performs long-range planning and trend analysis and performs needs assessments to identify the best approaches for implementing new ideas and concepts.
  • Interprets GPRA, Presidential management agendas, Department mandates, and other Executive programs to support development and management of DeCA'a performance management programs.
  • Develops programs and their supporting measurement instruments to monitor organizational effectiveness.
