Responsibilities

This position is located in the Department of Homeland Security, Office of the Secretary, Office for Civil Rights and Civil Liberties (CRCL), Washington, District of Columbia.The primary purpose of this position is to provide expert, authoritative advice to CRCL senior leadership in developing, implementing, reviewing, evaluating, and improving business operations functions across CRCL.

Duties performed:
  • Develop time sensitive and complex responses to inquiries related to budget inquires,which often requires extensive coordination with CRCL managers.
  • Develop and conduct special briefings and presentations to inform other DHS components, congressional staffers, and OMB examiners about CRCL mission and the resources needed to carry out the mission.
  • Effectively communicate, both orally and in writing, to present well considered and sound recommendations.
  • Represent CRCL in at Department level meetings, working groups, steering groups, and/or other meetings and conferences, some at the TS/SC level.
  • Serve as a member of the Continuity of Operations team.
  • Manage assets and facility related issues in a Secured Compartmented Information Facility.

  • This is a Drug Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program. The incumbent is required to sign a Condition of Employment form (for certain positions identified as critical under the drug testing program) and must pass urinalysis testing, as required prior to appointment, reassignment, or transfer, and employee will be subject to random testing while employed with the Department in a TDP.


Qualifications

Specialized Experience:
GS-15: Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service that included:
  • Advising senior leadership on recommended courses of action in response to congressional inquiries.
  • Representing agency leadership at high level meetings and special briefings.
  • Providing recommendations for long-range implementation and administration of agency programs.
  • Analyzing work plans and making revisions to enhance the achievement of the goals and objectives of an office.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

You will receive credit for all qualifying experience, including volunteer experience.
