Summary

This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Administration (OA), Office of the Chief Information Officer (OCIO) located in Washington, District of Columbia.

Responsibilities

  • Serving as the Branch Chief, Service Delivery which consists of subordinates providing a range of end-user support functions.
  • Planning, organizing, and evaluating activities of subordinate Information Technology (IT) specialists and support staff.
  • Developing and implementing policies, processes and procedures for the effective management of a data center, cloud environment and service desk functions.
  • Maintaining constant quality and internal controls to ensure that regulatory and security requirements as well as customer satisfaction are met.
  • Serving as a level III Contract Officer Representative (COR) assisting in the administration of OCIO service contracts.
  • Providing a full range of technical and administrative supervision, to include planning work accomplishments, setting/adjusting work priorities, evaluating work performance, and developing performance standards.

Qualifications

Applicants must demonstrate that they meet the Basic Requirement AND Specialized Experience requirements as noted below.

Basic Requirement: All applicants must have IT-related experience demonstrating each of the following four competencies. Note: Your resume must indicate how you meet this requirement, otherwise you will be found ineligible.

(1) Attention to Detail - ensure life cycle management, fulfillment of end-user hardware and software capability requirements, procurement coordination, implementation of information assurance controls and policy and procedure development for services provided;
(2) Customer Service - maintain constant quality and internal controls to ensure that regulatory and security requirements as well as customer satisfaction are met;
(3) Oral Communication- obtain and provide information concerning broad-based IT situations that arise to a variety of stakeholders;
(4) Problem Solving- ensure projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion are met.

Specialized Experience:
GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service that includes the following:
  • Providing leadership, management and direction to a staff of technical/administrative personnel involved in IT customer support
  • Providing authoritative guidance to senior officials across an organization regarding methods for improving the delivery of IT customer support services
  • Planning, coordinating, and conducting or directing in-depth studies and analysis of IT user problems trends and needs
  • Developing strategies and plans to resolve problems and satisfy customer needs related to IT customer support services
  • Leading the implementation of new or modified IT hardware/software and changed system interfacing procedures or techniques
  • Performing the full range of supervisory duties, including planning, organizing, directing, and evaluating the work of subordinate staff members

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
