Summary

About the Position: The Mission and Installation Contracting Command Field Directorate Office-(MICC FDO) Fort Eustis is located on Joint Base Langley-Eustis in southeastern Virginia. MICC FDO-Fort Eustis oversees 12 contracting offices within the Mission and Installation Contracting Command providing them with contract support, business advice, and acquisition oversight. We continuously strive to support these offices as they make our "Army Strong."

Responsibilities

  • Performs pre-award contracting functions which require the use of fixed-price, cost-reimbursement, or a combination of contract methods and types.
  • Develops procurement plans by reviewing previous history, market conditions, and specifications or technical data packages.
  • Performs detailed analysis of proposals received, insuring strict compliance with specifications on negotiated procurements, and recommending award based on best overall value to the Government.
  • Performs detailed analysis of bids received, insuring strict compliance with specifications on advertised procurements, and recommending award to lowest responsible, responsive bidder.
  • Obtains necessary reports and evaluates the contractors' fiscal soundness, production capacity, quality control, present commitments, previous record of performance and other indicators of capacity to perform.
  • Formulates the negotiation strategy, to include preparation, coordination and execution of Business Clearance Memorandums which detail the terms, conditions and pricing strategy for the negotiations.
  • Conducts extensive negotiations during all phases of the procurement process.

In order to qualify, you must meet the Education and Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. BASIC EDUCATION REQUIREMENT:A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.

Specialized Experience: your resume must describe one year specialized experience equivalent to the GS-11 grade level in the Federal service which includes the ability to: (1) Performing pre-award or post-award contracting function involving complex contracts. (2) Negotiating contract prices, terms and conditions to evaluate cost proposals. (3) Implementing contractual regulatory guidance and processes for the procurement of high cost items.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
