Responsibilities

As a Supervisory Transportation Specialist, you will:
  • Provide the Executive Branch, DOT, Congress, and the public with current expertise to address the safety of automated transportation technologies, proposed or in testing.
  • Review, assess, and validate highly automated systems to seek and ensure their safety.
  • Oversee technical evaluations of industry-developed voluntary consensus and consortia standards; assessment work, including technical research and analysis; and validation functions, including the development and validation of tests and test procedures.
  • Provide technical support to emerging issues and incidents in collaboration with the National Transportation Safety Board and the National Highway Traffic Safety Administration.
  • Possess public understanding and confidence in automated transportation systems functions and capabilities.
  • Be responsible for building an integrated workforce composed of DOT employees, including direct hires and detailees from DOT OAs, and detailees from other Federal agencies, who can review and analyze complex transportation-based systems.

CONDITIONS OF EMPLOYMENT:

  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience analyzing technical and programmatic information, such as the consistency of standards, ratings, and terminology across modes of transportation and the public understanding and confidence in automated transportation systems functions and capabilities; preparing briefing papers, agency directives and regulations.
  • Experience with transportation safety program activities, laws, regulations, or standards as a regular and recurring part of your employment.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Safety Engineering - Knowledge of the concepts, principles, theories, and methods to identify, control, mitigate, and eliminate safety hazards in the design and use of facilities, equipment, operations, and work processes.
  • Transportation Engineering - Knowledge of the concepts, principles, theories, and methods applicable to planning, designing, and constructing of transportation systems including traffic analysis, signal analysis, highway capacity, pavement design, bridge construction, planning of transportation projects, environmental analysis of transportation facilities, and transportation network analysis.
