Qualifications
In order to qualify for Director of Fiscal Services and Operations, 0501, ES - 00, you must possess the following:
To be qualified for this position, your resume must reflect experience in a managerial capacity with responsibility for providing supervisory direction to a large and diverse organization responsible for promoting economy, efficiency, and effectiveness in the administration of programs and operations and preventing and detecting fraud and abuse in such programs and operations. This experience must be evidenced by sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. At this level, you would have typically been responsible for planning, directing, and evaluating work that included managing and/or supervising other managers. You must demonstrate in your resume, significant achievements, increasing levels of responsibility as a manager, and a solid record of successful professional performance.
Basic Qualifications Requirement

Responsibilities
- Serves as the Office of Finance, Budget and Acquisitions (OFBA), Working Capital Fund (WCF) authority as related to all budget/financial policy development and evaluation activities and issues.
- Provides leadership for the FDA's WCF budget/financial policy positions and attendant resourcing proposals included in FDA's budget submissions with respect to the cost and delivery of shared services.
- Evaluates the financial implications and impact of mission-direct policy proposals that have resource implications for the continued or expanded delivery of shared services to FDA?s domestic and international public health programs.
- Supports the development of the agency's WCF budget in accordance with HHS, OMB, and Congressional requirements, policies, procedures and regulations.
- Leads the development and inclusion of cross-cutting shared services proposals in FDA?s budget submissions.
- Supports the Agency mission, vision, goals, and objectives through the oversight and direction of WCF policy, evaluation, and analysis activities.
- Demonstrates and exercises senior leadership in determining direction, creation, and implementation of FDA's efforts regarding WCF planning, resource forecasting, and contingency strategies.
- Promotes the FDA's public health mission and priorities, often interacting directly with FDA Center Directors and other senior executives and officials on broad WCF financial policy matters.
- Leads or co-leads WCF fiscal forums consisting of senior executive members from FDA Centers and Offices, regulated industry, and HHS where strategies and policies are formulated that have broad impact on the delivery and cost of shared services.
- Provides executive leadership and collaborates with the COO and CFO in the development and implementation of long-range enterprise-wide WCF budget/fiscal policy plans and initiatives.
- Serves as technical advisor and executive leader on sensitive and controversial issues that have significant impact on agency goals and objectives.
- Represents the agency before HHS, OMB, and Congress relative to WCF policy and shared services cost and delivery issues that impact FDA's Centers and Offices.
- Provides leadership and advice on matters of WCF budget formulation, charge-back modeling, cost allocation, and pricing and billing in a complex and decentralized environment supporting multiple Centers and Offices at FDA.
- Serves as the primary liaison to the FDA CFO and COO to ensure WCF policies, processes, and actions promote the agency?s public health mission.
- Coordinates jointly within FDA's WCF governance structure to ensure short- and long-term priorities, including development and implementation of plans, strategies, and direction, are met for all of FDA.
- Serves as the subject matter expert for all WCF budget reviews, pricing strategies and proposals, and short- and long-term planning.
- Leads strategic discussions and briefings before HHS, OMB, and Congress on cross-cutting shared services issues and evaluations that have far-reaching implications on FDA?s direct public health mission delivery programs.
- Leads FDA's WCF budget formulation and contributions to relevant WCF justification elements included in FDA?s budget submissions, including demonstrating the need for cross-cutting or shared services initiatives for presentation to Congress.
- Provides leadership and advice relative to developing and implementing systems/tools that support the integration of WCF and attendant shared services into the overall agency budget.
