Summary

The Program Specialist serves as the primary point of contact for the agency's travel and credit card program, the position is located within the Office of the Chief Financial Officer (OCFO). OCFO is responsible for the agency's compliance with federal financial management requirements and oversees the agency's procurement function and travel program in McLean, VA.

Responsibilities

The Program Specialist will be responsible for performing administrative work to support the agency's travel and credit card programs. Specific duties include:
  • Leading the oversight of FCA's travel system and supporting end-users as needed, which includes issuing travel guidance, providing routing changes, and providing accounting codes to employees and supervisory personnel.
  • Managing the inventory of credit card holders, processing new employee applications for credit cards and closing credit card accounts for terminated employees.
  • Reviewing the status of open accounts for delinquencies and/or appropriateness of use and coordinating with office Directors and FCA employees to resolve credit card discrepancies.
  • Conducting internal control reviews of the travel and credit card programs.
  • Developing and providing recommendations with action plans to management and other staff on travel and credit card matters to improve effectiveness and efficiency.
  • Developing and presenting training and education materials to inform all levels of agency employees on travel and credit card program policies and procedures, and roles and responsibilities.
  • Providing support to the procurement operations of the division including but not limited to maintaining logs, processing documents under the direction of a contracting or purchasing official.
  • Providing logistical and general support (administrative and operational) for the OCFO.

Qualifications

You may qualify at the VH-37 (GS-11) band level, if you fulfill one of the following qualification requirements:

One year of specialized experience equivalent to the VH-35 (GS-09) band level in the Federal service that demonstrates your ability to meet 2 or more parts of the following:
  • Knowledge of and experience with the Federal Travel Regulation (FTR) and automated travel systems.
  • Knowledge of and experience performing analysis of credit card data to identify discrepancies and noncompliance with agency guidelines and applicable laws and regulations.
  • Knowledge of and experience implementing internal control requirements, such as Appendix B to OMB Circular A-123, mandated or encouraged by federal-sector program accountability statutes and policy directives to maintain the integrity of travel and credit card programs.
  • Experience in providing technical support to a shared services function.

OR

A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include business administration;

OR

A combination of education and experience as listed above.

You may qualify at the VH-39 (GS-12) band level, if you have one year of specialized experience equivalent to the VH-37 (GS-11) band level in the federal service that demonstrates your ability to meet 3 or more parts of the following:
  • In-depth knowledge of and experience with the Federal Travel Regulation (FTR) and automated travel systems.
  • In-depth Knowledge of and experience performing independent analysis of credit card data to identify discrepancies and noncompliance with agency guidelines and applicable laws and regulations.
  • Knowledge of and experience implementing internal control requirements, such as Appendix B to OMB Circular A-123, mandated or encouraged by federal-sector program accountability statutes and policy directives to maintain the integrity of travel and credit card programs.
  • Experience in managing and providing technical expertise to support a shared services function.
  • Experience developing and presenting training and education materials to inform all levels of agency employees on program policies and procedures, and roles and responsibilities.

Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign Education : If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
