This position is located in the Office of Disability Employment Policy (ODEP). ODEP's mission is to develop and influence policies and practices that increase the number and quality of employment opportunities for people with disabilities. The position is on the Employer Policy Team. This position is inside the bargaining unit. There are two positions available.

  • Consults with a broad range of officials of Federal disability programs and policy offices, individuals with disabilities, consumer and constituent representatives, and nationally recognized experts on a regular basis on disability policy issues and concerns relating to the employment status of individuals with disabilities.
  • Provides consultative and advisory services, coordinates and negotiates with officials in other Federal program offices, with State and local officials, and with representatives of private and public institutions.
  • Provides analysis in the planning, coordination, direction, preparation and promulgation of national disability and employment policy in collaboration with the relevant Federal disability programs, and with individuals with disabilities and other constituents.
  • Points out problems not resolvable administratively; evaluates the effect of changes to the various programs and systems; evaluate the effect of proposed and adopted legislation with regard to impact on different levels of the services/systems available to individuals with disabilities, and determines administrative feasibility.
  • Participates with the senior members of ODEP, the Assistant Secretary and Deputy Assistant Secretary in providing executive and inter-agency coordination in national disability policy development and implementation.
  • Builds collaborative relationships with other DOL compliance and enforcement agencies that work with employers on disability nondiscrimination and inclusion.
  • Develops business strategies and policies that help employers of all types and sizes, in both the private and public sectors access the talents of workers with disabilities.
  • Interacts with customers of the service systems that serve individuals with disabilities, with their advocates, and with other external public and private constituents and experts in collecting information on national policy issues including policy coordination and collaboration, and collecting and analyzing outside recommendations and options for policy change.
  • Supports the management of a national technical assistance center, the Employer Assistance and Resource Network for Disability Inclusion (EARN), which provides extensive technical assistance to employers to help them implement strategies and policies to recruit, hire, and retain skilled workers with disabilities.
  • Reviews completed policy products for soundness of recommendations and conformance with other relevant national disability policy.
  • Presents ideas and conclusions both orally or in writing to internal and external audiences.
  • Prepares, contributes to, and encourages others to prepare articles, reports, and similar documents which develop, interpret and disseminate vital data and information related to employment and disability.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12. Specialized experience is experience that has given the incumbent the knowledge, skill, and ability to do the work.

Specialized experience includes the following:

(1) Experience analyzing, developing and implementing national disability policies such as the Americans with Disabilities Act and Rehabilitation Act (including legislative and regulatory recommendations) and providing guidance designed to increase employment opportunities for individuals with disabilities.

(2) Experience working in diversity and inclusion, EEO, or human resources to increase representation and promote inclusion of individuals with disabilities.

(3) Experience working on an initiative with or within the business community to implement policies focused on inclusive practices to promote disability employment. In addition, experience building coalitions and managing strategic partnerships within the private sector and with other employers.


This position does not have an educational requirement.
