Summary

You will serve as a PERFORMANCE ASSESSMENT REPRESENTATIVE in the PUBLIC WORKS DEPARTMENT of NAVAL FAC ENGINEERING CMD WASH.

Responsibilities

  • You will participate in pre-bid, pre-construction, pre-performance conference to discuss unusual construction/maintenance features and requirements for compatibility with administration of quality assurance methods and procedures.
  • You will prepare quality assurance plans, recommends variations in standard methods and procedures to meet unusual situations, and assures adequacy of material and equipment specifications.
  • You will conduct pre-award site visits/conferences, identifying pertinent features to potential bidders, interpreting specifications, performance schedules, invoicing procedures.
  • You will develop, review, and evaluate quality control plan and explains progress reporting requirements, monitors contractors? adherence to safety measures, wage, and hour law rules, labor relations and payroll records.
  • You will establish inspection schedules based on contract requirements, nature of work to be performed, and determination of critical inspection point involved.
  • You will perform on-site inspections to observe work methods employed to assure: acceptable output, compliance with specifications, and to monitor and document the use of specified materials.
  • You will prepare contract discrepancy reports and makes appropriate recommendations for changes in the level of quality assurance and/or issuance of cure or show cause notices.
  • You will prepare deficiency breakdown reports and computes amount to be deducted from contractor payment for non-performance or unacceptable work performance.
  • You will investigate customer complaints regarding service, damages, property loss and other matters which involve the contract, determining appropriate course of action. Conducts follow-up inspections to effect appropriate deficiency corrections.
  • You will prepare a daily inspection report of each inspection, recording in detail the site inspected, the time, observations of the work in progress, any discrepancies noted.
  • You will conduct interviews with contractor?s employees on maintenance construction contracts to assure that labor laws and regulations are being applied (Davis-Bacon requirements).
  • You will provide technical assistance in resolving problems in contractor performance by identifying technical problems and setting quality assurance/performance standards

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field F - Facilities Engineering Level I. Certification is required within 24 months of appointment.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This is a bargaining unit position.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Understanding the technical and legal terminology of contracts involving hazardous waste, construction, technical services, and maintenance service requirements in order to prepare quality assurance plans; 2) Applying contract administration procedures and regulations to assure contractor compliance with performance specifications for quality, timeliness, material, and methods as applicable; 3) Reading blueprints, architectural drawings, and specifications; 4) Ability to use Microsoft Excel and Word programs to create required documents and reports; 5) Ability to clearly communicate verbally and written; 6) Ability to review contract documents submissions and support managers in technical evaluation reviews; 6) Ability to meet internal and external customers to discuss contract specifications, safety, applicable technical standards, procedures and governing regulations in support of assigned work; 7) Ability to routinely work in varied environments, terrains, climb ladders and occasionally lift up to 40 pounds.
