The mission of the Advanced Manufacturing Office is to advance the next generation of industrial processes and materials to greatly improve industrial efficiency and overall competitiveness, and assist industrial firms in the near-term with greater adoption of cost-effective technologies and practices. The Office reports to the Deputy Assistant Secretary for Energy Efficiency and coordinates with relevant offices under the Deputy Assistant Secretaries for Renewable Power and Transportation.

  • Manage and direct the development, implementation, and evaluation of a national Advanced Manufacturing Program of advanced technology investigation, development, validation, and dissemination.
  • Provide industrial technologies, scientific, engineering, technical, and programmatic considerations for analysis and support of planning and policy development, and provide policy and analytical support to senior management.
  • Oversee the development and implementation of multi-year program plans and annual operating plans and manage the application of assigned resources to effectively achieve planned objectives.
  • Develop annual program budget requirements, approve and manage the use and distribution of funds, provide interpretive guidance to research performing organizations.
  • Manages the transfer of new technology to U.S. industries via public-private partnerships to which multiple parties contribute to the cycle of strategic input, technical concepts, funding and implementation of research and development projects, review, oversight, and feedback.
  • Maintains close contact and sensitivity to the technology base and decision-makers of U.S. industry to keep abreast of their accomplishments, capabilities, trends, and needs.
  • Manage a small multi-function staff, which includes establishing performance standards, evaluating work performance, and rating employee performance.

Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.
  • PROBATIONARY PERIOD: New appointees must successfully complete a 1 year trial period and a 1 year supervisory probationary period, to be completed concurrently.

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.


SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade/pay band in the Federal service. For this position, experience must be at least equivalent to the EJ-III or GS-14 level. Specialized experience for this position is defined as: Public or private sector experience managing programs in at least two of the following advanced manufacturing technology areas: additive, composites, critical minerals, cybersecurity, process intensification, roll-to-roll, smart manufacturing, energy storage, and water efficiency.

  • Expert knowledge in industrial energy efficiency technologies and advanced manufacturing processes; with direct experience in improving the energy performance of one or more major industrial sectors.
  • Expert knowledge of scientific and engineering principles related to advanced manufacturing technologies, including industrial processes and materials.
  • Expert knowledge of the U.S. industrial base, including experience interacting with key decision-makers of U.S. industry to keep abreast of industry trends, accomplishments, capabilities, and needs with respect to advanced manufacturing technologies.
  • Skill and experience in managing public-private partnerships to advance research and development projects.
  • Skill in building and managing a workforce based on organizational goals, budget considerations, and staffing needs.
