Summary

NRO will select multiple motivated, highly qualified individuals to engage in the developmental program while applying creative solutions to complex technical and operational problems. In a developmental position, candidates will plan and accomplish the work of the position under close but decreasing supervision until all duties can be performed independently with little or no guidance. Upon meeting performance requirements, employees may be promoted up to the full performance grade (GG-12).

Responsibilities

The developmental employee will receive training and guidance to prepare them to support the full performance level duties below.

Developmental Support Opportunities:
  • Specific instructional guidance and a specific formal development plan to enable the individual to progressively perform increasingly technically complex assignments and tasks with more responsibility and less guidance.
  • On-the-job training in providing finance and professional advice on issues affecting the NRO.
  • Formal training on how to originate new and improve existing applications and strategies for finance concepts theories, and principles that affect the planning, completions and direction of financial and budget projects.
  • Instructional guidance on making decisions to resolve specific issues and problems while considering different, incomplete and often conflicting information and alternatives.
  • On-the-job training of budget and accounting necessary to develop, deliver, and sustain overhead reconnaissance systems.
  • Diverse training in various mission areas including budgeting, accounting, and supporting finance initiatives and/or operations.
  • Pursuing full performance target level of GG-12 duties.
Full Performance GG-12, Budget Analyst (0560) Duties:
  • Perform day-to-day control and management involving the formulation, execution, and/or analysis of the organization's budget and funding requirements.
  • Serve as the functional point of contact for day-to-day budget/financial issues.
  • Performing budget formulation work involving review and preparation of budget estimates and financial plans. Performing budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds.
  • Provide advice, assistance, and guidance on budgeting and related information and conduct analysis, review, and special studies of budget and/or related information
  • Use budgetary and other automated system(s) and computer-generated products to accomplish budgeting/funding assignments. Plan, organize, and direct budget activities to ensure organization compliance with legal and regulatory requirements and meet unit equipment and specialized training needs.
  • Provide interpretations of accounting report statements and data which points out trends, identifies deviations from plans, and projects data into the future.
  • Assist management officials in applying financial data and information derived from statements, reports and ratios to management problems.

Qualifications

NRO Cadre employees in developmental positions may be promoted up to the full performance grade (GG-12) upon meeting benchmarks and milestones established by NRO Career Field Managers (CFMs), and in accordance with career development program standards and guidance. Further promotions will be accomplished competitively via voluntary participation in the NRO annual promotion process .

This position has a Basic Requirement for the Defense Acquisition Corp (DAC) DAWIA certification: Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees and; at least 24 semester hours in any combination of the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.

Demonstrated specialized experience, through academic and professional achievement, required for this position:
For the GG-07

1. Knowledge of financial, management, accounting, budget concepts, principles and practices.
2. Training in budget processes to formulate budget estimates, developing and editing budget justifications and reports.
3. Knowledge of industry-standard financial accounting systems to reconcile records of expenditures, apply cost estimating and cost accounting techniques to solve basic/simple accounting problems.
4. Education in legislative and regulatory policy guidance, U.S. Code of Federal regulations for use in budgeting, financial management and government accounting programs.

For the GG-07: If substituting education for experience at the GG-07 level, it is required for candidates to possess a bachelor's or equivalent degree (see education requirements below).

For the GG-09
1. Applies the principles and practices of financial, management, accounting, budget concepts, to the federal budget process.
2. Formulates budget estimates, developing and editing budget justifications and reports.
3. Utilizes industry-standard financial accounting systems to reconcile records of expenditures, apply cost estimating and cost accounting techniques to solve basic/simple accounting problems.
4. Familiarity with U.S. Code of Federal regulations for use in budgeting, financial management and government accounting.
5. Knowledge of Intelligence Community (IC) Program & Budget Submission Process (IPBS), DoD Planning, Programming, Budgeting, and Execution System (PPBES)

For the GG-09: At the GG-09 level, it is preferred for candidates to possess a bachelor's or equivalent degree and have greater than 12 months relevant experience. If substituting education for experience, at theGG-09level,a Master's or equivalent degree or 2 full years of progressively higher-level graduate education leading to such as degree or PhD.

Defense Acquisition Workforce Improvement Act (DAWIA): Acquisition Category K (Business, Cost Estimating, and Financial Management) Level I and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position. Individual shall maintain, at a minimum 80 continuous Learning Points every 24 months via the services acquisition management system. DoD FM Certification: This position requires DoD Financial management Level I certification. The incumbent will be allotted 24 months in which to achieve the Financial Management certification requirement in accordance with DoD Directive 5118.03 and section 1599d of Title 10, USC.
  • Once certified, the position has a continuing requirement for professional education and training in order to maintain and improve their Financial Management proficiency and skills.


Education

This position is a Developmental Level DCIPS position. DCIPS Developmental level positions include GS/GG-07 and GS/GG-09. The NRO is only accepting applications from both Federal Government employees and non-Federal Government employees for this position. Federal government employees, who currently are GS/GG-07, GS/GG-09, or equivalent, may only apply for lateral reassignment at their current grade level and step. Those selected at the GS/GG-07, GS/GG-09 grade level may be considered for future competitive promotion under the NRO internal promotion evaluation process.
