Summary

The U.S. Department of Commerce's Economic Development Administration (EDA) plays a critical role in facilitating regional economic development efforts in communities across the nation. EDA is seeking quality job applicants under special hiring authority provided under the Coronavirus Aid, Relief, and Economic Security (CARES) Act. These positions are located in our Headquarters.

Responsibilities

The incumbent of this position will serve as a Webmaster and will:
  • Plan, design, develop, test, implement, and manage agency website activities, including systems/applications development and technical management of web sites.
  • Facilitate internal and external consensus building on goals/objectives and vision for a redesigned website;
  • Develop website with modern features and functionality;
  • Provide graphics and video support to maximize the functionality of the website;
  • Develop technical requirements and assist with deployment and post-launch evaluation and support; and
  • Provide research and analysis reports, platform assessments, analytics data content management software, government design and social media integration recommendations.

Qualifications

Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid for all qualifying experience, including volunteer experience.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • AND

    Applicants must possess one year of specialized experience equivalent to the GS-11 level in the Federal Service. Experience for this position includes:

    Providing guidance in determining the appropriate methods for delivering information via the Internet; providing services that permit the publication and transmission of information about agency programs to internal and external audiences using the Internet; and creating Web pages that enable all potential users to access information. Knowledge of Internet design principles and methods.

    Additional information

    Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

    Please note this position is being filled under the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Employees will be hired under EDA's CARES Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.

    The salary is contingent upon the official duty location which an employee is hired for and will be determined based upon individual selections.
