Tax Exempt & Government Entities Division serves Employee Plans which examines the returns of qualified pension benefit plans compliance. Exempt Organizations ensures not-for-profit organizations meet tax-exempt status requirements. And, Government Entities ensures organizations meet their tax withholding and employment tax payment requirements.

Responsibilities

WHAT DOES A PUBLIC AFFAIRS SPECIALIST DO? As a Public Affairs Specialist you will be responsible for managing and developing all aspects of broad-based communication. In this position you will serve as an advisor and technical authority by providing guidance and expertise to employees and successfully leverage strategic communications expertise and leadership skills in helping employees understand and accept the business goals and objectives.

As a Public Affairs Specialist you will:
  • Recommend policies, programs, services, and procedures governing the dissemination of information to internal stakeholders (executives, managers, employees).
  • Advise on and recommend specific communications events and activities designed to meet challenges of diverse internal and external audiences with varying levels of information requirements and interests.
  • Develop effective communication programs that support the organization's goals.
  • Work on all phases of communications plan execution including delivery, measurement, reporting, and results.
  • Develop content designed to achieve organization-wide and department-level business goals.
  • Establish and maintain effective working relationships with communications counterparts. Assist in the development of plans by considering such items as specific topics or aspects to emphasize the most effective media to use in communicating with intended audiences.

Qualifications

You must meet the following requirements by the closing date of this announcement.

GS-13 LEVEL: You must have at least one year of specialized experience at the level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: experience that demonstrated mastery of communications methods and techniques to be able to function as the technical authority to plan, develop, coordinate and apply effective communication programs and enhance understanding; Skill in making oral presentation and conducting meetings to obtain customer input on program issues, and develop mutually agreed upon resolutions; Skill in development and dissemination of communication materials; Knowledge of applying a variety of approaches to help others in meet their business objectives through effective communication programs; Skill in developing and maintaining effective working relationships to enhance communication and dissemination of information and in analyzing and developing recommendations from a wide array of conflicting and divergent information to assist program officials in achieving the information objectives of their programs.

- The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-timework is considered on a prorated basis.

To be filled in one of the following locations: 915 Second Avenue, Seattle, WA (WA0101); 1100 Commerce Street, Dallas, TX (TX0284); 999 North Capitol Street NE, Washington, DC (DC0221); or 550 Main Street, Cincinnati, OH (OH0189).

CONDITIONS OF EMPLOYMENT:
