The U.S. Department of Labor (DOL) promotes the welfare of the wage earners, job seekers and retirees of the United States, and its Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. OCIO's Advanced Engineering branch develops and maintains long-term enterprise IT strategic plans and creates and maintains a DOL-wide enterprise architecture. This position develops systems and processes using off-the-shelf RPA software. The incumbent is responsible for developing requirements, building systems and deploying systems across DOL.

Major duties for this position include, but are not limited to the following:

Technical Guidance and Analysis
Provides expertise and direction in the development of computer-based, scientific, technical and business software systems. Supports project teams. Makes quick decisions and solves technical challenges to provide an efficient solution. Provides technical training to teams and vendors and serves as a technical mentor to other team members. Develops strategies and recommendations for RPA-enabled solutions including key aspects of architecture, migration and security. Documents and performs analysis of DOL environment including technology strategy, current technology architecture, organizational structure and business processes. Supports the development of the DOL Enterprise RPA management body and supports the alignment of DOL strategic priorities, develop performance/risk reporting. Supports the transition to new RPA service delivery models. Identifies and communicates findings across the organization on current state observations, data analytics, benchmarking and leading practices. Performs a wide array of tasks, which can include leading strategic meetings with project stakeholders through very tactical implementation tasks.

Requirements Development
Documents current processes and visualizes how different RPA tools can automate the same processes. Plans and schedules new applications and systems projects with users, developers and computer center operations personnel, including the identification of objectives, time frames, costs and staffing requirements. Develops recommendations for improvements or areas to enhance efficiency or effectiveness of DOL services delivered. This includes partnering and collaborating with DOL business and mission owners to understand current process flows and to identify key flows that can be automated.

Software Development
Assists with the development and execution of a Program Road map including project prioritization and delivery. Analyzes, designs and implements automation solutions. Develops RPA solutions using the UiPath and other platforms. Uses expertise to design, develop, code, test and debug software applications and works in several areas including equipment, software design, engineering and configuration management. Programs robots to carry out typical daily tasks with minimal input from human employees, thus freeing employees up to focus on higher scale work. Monitors and tracks changes that happen after implementing the feedback during the development or testing phase while keeping project specifications intact.

Project Management
Performs project management duties. Formulates, plans, implements, manages, tracks and evaluates large scale and extremely complex IT support projects and their associated requirements and risks. Defines customer and stakeholder needs and constraints, clarifies objectives, develops resource requirements and applies system architecture principles to develop and manage technical requirements and achieve the appropriate balance among resources, schedule and technical requirements. Plans and provides customer support services including installation, configuration, troubleshooting and training.

Qualifications

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized Experience is defined as:

1. Experience developing Robotic Process Automation (RPA) solutions using UiPath, ServiceNow, and other platforms (i.e.,Blue Prism, Automation Anywhere, etc.). To include using expertise to design, develop, code, test and debug automated RPA solutions that support the implementation of automated workflows.

2. Develops recommendations for improvements to include partnering and collaborating with business and mission analysts to understand current business processes and develop automated workflows; documents current processes to plan and schedule new applications and systems projects with users, developers and computer center operations personnel, including the identification of objectives, time frames, costs and staffing requirements.

3. Experience developing technical architecture that is extensible and scalable; and provides recommendations for RPA-enabled solutions including key aspects of design, implementation, and security.

4. Experience identifying and communicating findings across the organization on current state observations, data analytics, benchmarking and leading practices; experience using R, Tableau, Power BI etc.

5. Experience using programming languages Python, C++, Java, .Net.

6. Experience providing technical training to teams and vendors and serves as a technical mentor to other team members.
