The primary purpose of this position is: Serves as a Senior Personnel Management Specialist responsible for developing, administering, coordinating and overseeing key programs and policies.

Responsibilities

  • Serves as expert and key advisor to the Director, Strategy Coordination Program Management Office, providing planning and execution of strategic and operational personnel policy and process for unique and challenging program concepts and development.
  • Serves as trusted agent and expert for advisement and coordination to senior management on affirmative employment, classification, staffing, recruitment and placement, compensation and pay, benefits, and employee development.
  • Serves as Subject Matter Expert in developing solutions and providing advice and assistance to Strategic Coordination Personnel, Finance, and Systems management officials regarding programs, policy and systems support.
  • Represents Strategy Coordination Program Management Office, under SAF/CDM at Air Force, Office of the Under Secretary of Defense for Intelligence (OUSD(I)), the Joint Staff, Combatant Commands,
  • other Services, Interagency government organizations, and other stakeholders meetings, working groups, and conferences.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI)
  • PCS expenses if authorized will be paid IAW JTR and Air Force Regulations

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

  • Shift work and emergency overtime may be required
  • Employee must maintain current certifications

  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty Assignments.
  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time- sensitive matters. Periodic shift work may be required
  • This position is Emergency Essential (E-E). In event of a crisis situation, the incumbent, or a designated alternate, must continue to perform the E-E duties until relieved by proper authority.


Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of broad range of concepts, principles, and practices in a professional or program administrative occupation. Complete understanding of the Strategy Coordination mission and strategies as related to development and exploration across DoD and the Defense Intelligence Enterprise. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Mastery knowledge of DoD and USAF organizations, associated legislation, policies, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to unique and sensitive situations in Civilian Personnel arenas under varying degrees of management control.
  • Extensive knowledge of USAF and DoD Intelligence Community organizations, policies, and directives to plan, understand and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities, as well as maintain specific knowledge of the duties and responsibilities of each of the Directorates in order to adequately provide support.
  • Extensive knowledge relating to civilian personnel management, manpower management, related management information systems, and common project management practices, procedures, regulations, precedents, guidelines, concepts, principles, and practices.
  • Ability to plan, organize, and negotiate effectively with managers and analysts to assess, prioritize, and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
  • Extensive knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the manpower and personnel process.
  • Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, to provide analysis of diverse information and make recommendations for enhancements and improvements to the administration of programs and the resolution of problems.
  • Comprehensive skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop internal procedures and directives dealing with complex issues, organize ideas and present findings in a logical manner with supporting, as well as adverse, criteria for specific issues, and to prepare material complicated by short deadlines and limited information.
