Summary

This position is in the Resource Management Staff (RMS) of the Office of Management (OM). The position provides budgetary, hiring, procurement, and programmatic coordination critical to the successful use of program resources. The RMS provides on-call administrative support services to a geographically dispersed staff by managing and executing daily administrative tasks on behalf of OM line employees.

Responsibilities

  • Provide contract monitoring, short- and long-range budget formulation and execution.
  • Provide budgetary, hiring, procurement, and logistical oversight critical to program objectives.
  • Serves as the administrative liaison and resource analyst to assigned programs.
  • Provides data analysis, cost modeling and cost analysis.
  • Consults with managers to brief reports, status updates, develop task timelines and project plans.
  • Develops and organizes data to present to Agency managers.
  • Ensures that procurement actions are correctly processed and justified to fulfill needs.
  • Facilitates the timely completion of employee requests for assistance on the full range of administrative processing areas .
  • Perform human capital support functions.
  • Writes in-depth reports, briefing papers, presentations, directives, policy memoranda, talking points, and other official correspondence.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

At the GS-12:

Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level.)

Specialized experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:
  • Knowledge of administrative support rules or principles in the areas of procurement, equipment maintenance, travel, communications, safety, property management, space allocation, staffing, funding, records management and logistics sufficient to coordinate with supervisors on the effective operations of a geographically dispersed workforce.
  • Knowledge of position management, workforce planning and government hiring regulations sufficient to advise supervisors on personnel needs, announce and recruit candidates, and process hiring actions.
  • Ability to communicate orally and in writing in order to effectively and professionally relay instructions, offer recommendations, or provide guidance interpretation to program leadership, employees, contractors and other stakeholders.
  • Knowledge of service and supply acquisition, including government purchase card regulations, contracting, and governmental inter-Agency agreements.
  • Skill in budget preparation, monitoring, reconciliation and reporting on a frequent and ongoing basis for accurate accountability and management decision making

  • Ability to independently identify administrative processing bottlenecks and anticipate operational needs.
  • Skill in analyzing administrative data from multiple programs or functions and drafting reports in consultation with principle managers to brief executives and provide status updates.
  • Knowledge of the government appropriation and budget planning cycle sufficient to provide support to executives in long range planning, new initiative investment, and budget fluctuation.
  • Ability to develop and draft guidelines for administrative policy, research options and alternatives, coordinate findings and make recommendations.

Note: There is no education substitution for this grade level.
