Summary

This position is located in the Contracts and Grants Management Division (CGM) within the Department of Administration and Finance (A&F), Millennium Challenge Corporation
(MCC).

Although the position is advertised equivalent to GS-12, MCC uses a pay banded system to compensate employees. This position is pay band 4b which is generally equal to GS-12.

Responsibilities

  • Monitors and evaluates progress and effectiveness of procurement management programs and tasks. Reviews proposed new and revised portions of the Federal Acquisition Regulations, incorporates updates into the COM, and advises on impact of regulatory changes.
  • Conducts reviews of procurement activities. Reviews include evaluation of solicitations, contracts and procedures for conformance to Federal Acquisition Regulations, internal operating procedures, policies, etc. and assists with the implementation of new/revised procedures to improve operational efficiency.
  • Conducts research to respond to procurement-related questions and provides guidance concerning procurement policies and procedures.
  • Researches, evaluates and analyzes policy and regulations to write plans, procedures and guidance to clarify, revise or streamline procurement processes and related tasks.
  • Provides on-going administration and management of MCC's charge card/purchase card program in accordance with General Services Administration (GSA) and Agency policy by serving as the Agency Program Coordinator (APC). Monitors program activities to ensure compliance with all applicable policies and procedures. Develops, maintains, and updates as necessary the MCC Purchase Card Standard Operating Procedures and MCC Charge Card Program Policy.
  • Manages the MCC Contracts and Grants Management SharePoint sites and architecture by creating and managing access to document libraries, editing and creating pages, and directly updating internal trackers and SharePoint lists related to MCC CORs and purchase card holders; and develops new SharePoint sites and pages if necessary within the existing CGM SharePoint infrastructure.
  • Performs other duties as assigned.

Qualifications

Basic Requirements for Pay Band 4b, all applicants:

A 4-year course of study leading to a bachelor's degree with a major in any field;

or

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Applicants must also have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4c (GS-11) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, examples of this experience are defined as: performing a variety of pre-award and post- award functions associated with the procurement of supplies, equipment, services and/or construction; experience with procurement/contracting databases, SharePoint, etc.; and experience overseeing or managing the agency's charge card/purchase card. Note: This experience MUST be well documented within your resume or application.

Exceptions (Applicable to Status Applicants Only): Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.

  • Federal Acquisition Certification (Contracting (FAC-C) Level II or the equivalent Defense Acquisition Workforce Improvement Act (DAWIA) Level II in Contracting). If you are not currently certified, you must achieve certification within 24 months of appointment.
