Responsibilities

This position is located in the Drug Enforcement Administration (DEA), Financial Management Division (FC), Office of Finance (FN), Financial Policy Section (FNP). The Supervisory Accountant will serve as the Chief, Fiscal and Administrative Support Unit (FNPS), and will provide oversight to the Unit's continuous review and assessment of DEA's financial operations to ensure execution of proper fiscal and administrative support services. Specific duties include,
  • Provides administrative and technical supervision to accomplish the work of the unit. Performs the administrative and human resource management functions. Provides feedback on employee performance.
  • Provides authoritative advice and guidance on the processes, methods, and resolution of significant problems related to the recording and control of accounting data for a variety of diverse operations and related accounting and control systems.
  • Oversees and processes broad range of accounting transactions including obligations, accrued expenditures, disbursements, appropriation refunds, reimbursable orders, expenditure vouchers, and rejected transactions. Assists with monitoring records on accounts payable in accordance with OMB, GAO, Treasury, DOJ, and Agency regulations, and the related subsidiary records. Identifies procedural deficiencies, inefficient procedures, and weaknesses in the processing of transactions. Assists in the development of new procedures and methods to improve work processes.
  • Assists in the planning, development and implementation of Plans, develops and implements agency-wide procedures, policies, and guidelines related to complete accounting programs. Assists in the development and dissemination of Develops and disseminates Agency financial management policy relating to fiscal and administrative requirements.
  • Provides authoritative advice on the specifications and regulatory requirements required to manage of accounting operations and solve significant financial management problems. Analyzes and examines accounting data and accounts to resolve difficult procedural and technical accounting transactions, complaints, or discrepancies.
  • Provides customer service to field divisions / regions, HQ offices, vendors, financial analysts, and other external and internal customers. Provides information on accounting transactions as well as explanation on all accounting procedures. Assists subordinates in solving problems, and trains employees on new information and updates.
  • Collects, analyzes and validates budget data to manage resources for assigned program areas. Conducts numerous and diverse cost studies for a variety of decision-making processes involving program planning, procurement, contracting, budgetary actions, and financial resources. Provides guidance and direction, and recommends realignment changes in funding or budget plans.
  • Serves as authoritative point-of-contact for activities relating to fiscal, administrative and budgetary requests. Compiles special and recurring reports covering budget performance and provides status of funds to management. Reviews recommendations, approves reprogramming, and reprograms funds within the assigned operation program.

Qualifications

MANDATORY EDUCATION REQUIREMENT ( Transcripts or SF-50 verification required. ):
Applicants must have: Degree: in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law; OR, Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

SPECIALIZED EXPERIENCE (in addition to the mandatory education):
Applicants must have one year of experience equivalent to the next lower grade level (GS-13) using a Momentum Financial system (i.e., Unified Financial Management System) to manage the processing of payments, funding obligations, and the preparation/review of travel authorizations and vouchers; experience with budgeting including budget queries and funds transfers; experience with appropriations law including bona fide need and Anti-deficiency regulations.
