Responsibilities

You will:

- Prepare analyses and conduct evaluation studies of regulated corporations' financial operations, including the near, intermediate, and long-term financial performance.

- Independently collect and compile data in support of the analyses, including quality assurance of the information; prepare and assist with the collection of background materials for case investigations; and preparation of management requested reports.

- Resolve problems of difficult, complex, or unprecedented nature; detect fraud, corruption; identify other criminal activities based on evaluations of the financial records review of corporations; and summarize the analyses and evaluations made, and present conclusions and recommendations based on the financial records review.

- Design and conduct research and drafts of analyses and option papers on a secrot or corporate basis, and occasionally provided expertise and support to the Division's activities to implement EPA's authorities under the multiple environmental stuatues such as the Clean Water Act, Clean Air Act, Safe Drinking Water Act, and Resource Conservation and Recovery Act.

If you are selected, you may be required to complete a one-year probationary period.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.

-AND-

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as conducting analyses of financial operations and financial performance of regulated corporations; compiling and analyzing complex financial transactions for compliance with generally accepted accounting standards; and determining the financial strengths or weaknesses for an individual, business, or corporation.

1. Skill in conducting integrated analysis of intricate and complex accounting systems, business activities, and financing for a broad range of industries, occupations, and specialized entities.

2. Knowledge in the principles, theories, and practices of the field of accounting and auditing, and financial management.

3. Knowledge of generally-accepted governmental accounting standards.

4. Knowledge of the principles and practices of public finance applicable to the financial operations and transactions involved in operation of state and municipal finance programs and the associated financial service industry.

5. Knowledge of public finance, basic economics, and accounting principles.

6. Knowledge of pertinent statutory or regulatory provisions associated with the financial service history.

7. Skill in critical thinking to handle unprecedented situations.

8. Ability to perform financial analyses of greater than average complexity and difficulty.

9. Ability to develop probing analytical tecniques and methods.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
