Summary

The incumbent is responsible for planning, analyzing and evaluating the effectiveness of the agency's Anti-Fraud program. The incumbent performs a variety of assignments and studies that evaluates proposed operating policy and system changes, and application development or enhancements to existing applications used to detect fraud patterns.

Responsibilities

  • Conducts data analytics and fraud analysis to identify suspicious patterns related to the agency?s programs. Investigates and develops a wide range of analytical programmatic initiatives.
  • Develops, implements, and provides guidance to internal and external customers involving electronic technologies in support of the agency?s anti-fraud initiatives.
  • Develops, reviews, and evaluates program performance management information. Establishes common performance and outcome-based goals; and continuously monitors anti-fraud initiatives.
  • Proposes new initiatives, capabilities, skills profiles, and tools based on leading practices and agency needs. Develops anti-fraud data strategy and governance plan and pursues external partnerships, as necessary
  • Plans and directs studies and projects to identify transitional and/or alternative methods to detect fraud, and applies them to the agency?s programs
  • Coordinates various activities involving the design and testing of an analytics tool or model used to identify system vulnerabilities and detect fraud.
  • Reviews and recommends changes to policy and systems; comments on the Office of Inspector General (OIG) audits and participates in audit discussions relating to the agency?s long-term strategy to prevent fraud within the agency?s programs.
  • Researches material, gathers background, and prepares performance reports and information that are presented to top-level management, Congressional committees, OIG, and other pertinent organizations and agencies.
  • Develops new agency policy in support of anti-fraud initiatives. Reviews and evaluates agency policy from an anti-fraud perspective.
  • Collaborates with stakeholders to address policy gaps and inconsistencies. Leads cross-component meetings to address anti-fraud policy concerns.
  • Assesses possible fraud risks within agency programs and determines the effectiveness of controls in place to mitigate risks. As appropriate, works with key stakeholders to develop plans to mitigate key risks.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include researching and investigating new or improved business and management practices for application to agency programs or operations fraud analysis. This experience must be related to fraud analysis as it relates to data analytics, studies and projects, creating models, design testing of analytic models or tools, or writing justifications or special determinations related to fraud analysis.

Position to be filled under the provisions of the Management Officials Promotion Plan . LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

This position is eligible for telework according to agency policies.
Relocation expenses will not be paid.

This is a high risk public trust position. The selected employee will be required to complete a Standard Form 85P, Questionnaire for Public Trust Positions, in order to have the appropriate investigation conducted, unless the employee has been previously certified eligible to occupy a position at this level.

RESUME
