Summary

This position is located in the Office of the Chief Information Officer (OCIO), Governance Enterprise Management Services (GEMS) Division, Digitization, Processing, and Records Branch (DPRB), Information Processing Team (IPM). The supervisor is Margaret Janney. This is a Bargaining Unit position. This position is located in Rockville, Maryland. Travel expenses associated with the interview will not be paid. Responsibilities

PLEASE NOTE: THIS POSITION WILL BE FILLED WITHIN THE 0343 OCCUPATIONAL SERIES NOT THE 2210 OCCUAPTIONAL SERIES.

You will serve as a Senior Information Management Analyst within the DPRB on the IPT. You will be responsible for developing policies and procedures associated with the Agency-wide Documents Access and Management Systems (ADAMS). You will serve as a member of NRC business process re-engineering teams and on NRC business process analysis and improvement initiatives. You will collect, document, and analyze the current state for each process area. You will redesign the business process to improve standardization and alignment with the system functionality.

You will review and critique proposed course materials and participate as an expert resource in course delivery and evaluation. You will develop and deliver specialized, focused training sessions and provides on-site assistance for NRC staff on how to align existing office work processes with functionality, policies, and procedures. You will define, analyze, and establish system functional requirements and obtain customer feedback and coordinate consensus with all participants. You will participate in system design. You will develop system functional test plans, perform acceptance testing, and analyze and document results.

You will perform detailed analysis of operational system problems caused by custom code, the COTS product itself, or other factors, that impact the ability of OCIO to deliver a high level of reliability and service to the user community. You will interact with IT staff and contractors to resolve problems and effect repair. You will assist in the development of policies, standards, and procedures for automated document management, records management, public information dissemination, electronic information exchange, and work-flow management. You will ensure that such policies are in accordance with federal laws, regulations, and executive orders. You will analyze emerging and rapidly evolving information management technologies and techniques and make recommendations regarding their use. You will also serve as a technical consultant to the ADAMS Customer Support Center.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-13) level in the Federal service or equivalent experience in the private or public sector.

Specialized experience is defined as: Developing policies, standards, and procedures for an IT automated document management and records management system; defining, analyzing, and establishing system functional requirements; and performing systems analysis

The ideal candidate will be able to demonstrate the following:
  • Knowledge of the laws, regulations, standards, and policies governing Federal information and records management activities.
  • Demonstrated experience with electronic document and records management systems and technologies, including those associated with storage and retrieval, document profiles, scanned images, and electronic text.
  • Knowledge of the overall system design and software features and functions of electronic records management system tools in sufficient detail to assist other users, comprehend system requirements, and execute functional test plans.
  • Interpersonal skills to provide technical guidance and communicate effectively with staff and management at all levels, in a high-profile customer service environment.
  • Demonstrated ability to analyze facts and solve problems and present findings and recommendations in a clear, concise, and logical manner, both orally and in writing.
