Summary

The selectee of this position serves as Chief, Program Policy Branch, Safety Net Division (SND) under the Deputy Administrator for Farm Programs.

Responsibilities

  • Develops and recommends changes in program policies for more efficient and effective processes and accomplishments of program objectives.
  • Manages and oversees the work responsibilities of the Common Provisions and Disaster Assistance sections within the Policy and Procedures Branch.
  • Works with the Business Center Budget Division and the Department?s Office of Budget and Program Analysis (OBPS) to prepare budget and appropriations justifications for Branch programs.
  • Provides direction and assistance to State and county offices with respect to assigned program operations and procedures.
  • Serves as liaison with Agency and interagency groups to provide technical guidance and information on assigned programs and to obtain information on program effectiveness and cooperation in carrying out assigned activities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date 09/21/2020 of the announcement including time-in-grade restrictions, specialized experience, as defined.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Specialized Experience GS-15 level: One full-time year of specialized experience equivalent to at least the GS-14 level directing, developing, reviewing, administering and coordinating programs which demonstrate an expert knowledge of the laws and regulations governing farm safety net, disaster assistance, loan and conservation programs and application of national policies and objectives. Broad knowledge of farming practices and customs in the United States, and of the economic needs of farm communities; knowledge of current State and Federal agricultural trends; and ability to establish and maintain effective relationships with representatives of public and private organizations, farmers' associations, and others, and to interpret statutes regulations, programs, and policies affecting them. Experience in automation of farm programs including writing business user requirements and testing and certification of automated farm programs.
