Responsibilities

  • Serve as a subject matter expert and consultant in Operations Center functions to Senior Managers within the brigade and at higher echelons.
  • Translate relevant technical and programmatic information received from the Current Operations Center Chief or higher authority into guidance and actions to be implemented.
  • Plan work to be accomplished by subordinates, set and adjust priorities and schedule dates for completion of work.
  • Advise the Brigade commander and facilitate decision making through personal contacts and a variety of liaison, advisory, and consultant duties with key management personnel of NETCOM and other Department of Defense (DoD) agencies.
  • Ensure the introduction of modern information technologies to optimize potential capabilities, and assimilates information and processes crucial to the planning and interoperability of Army WarFighter information systems.
  • Represent the command on a variety of boards, panels, and advisory groups that include liaison and consulting assignments with key technical and management personnel.
  • Establish and maintain contacts with other information collecting and reporting organizations within the Army and other government agencies in order to exchange information, obtain additional views, and coordinate efforts.
  • Review NetOps reports, incident reports, and task orders to provide mission impact, maintain situational awareness, assign/adjust priorities, direct NetOps work flow, and ensure sponsorship within the brigade/region.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position requires shift work. Employee shifts may be rotated on a regularly scheduled basis.
  • Due to the nature of this position, employees may be required to work both planned and unscheduled overtime.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Call back and emergency duty are regular requirements of this position.
  • This position is designated as Key. The position cannot be vacated during a national emergency or mobilization without seriously impairing the mission.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

Basic Requirement for Supervisory Information Technology Specialist (Policy and Planning):

Specialized and Other Experience: One year of specialized experience which includes developing and implementing unique policies over existing information technology (IT) resources; enforcing policies development and introduction of new IT systems; providing technical review, validation, and oversight of proposed Information Assurance (IA) projects; and ensuring all systems connected to the networks meet all established requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

  • In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status. In the event of a crisis situation or wartime, the incumbent must continue to perform the duties and requirements of the position to ensure the success of combat operations or to support combat essential systems subsequent to mobilization or an evacuation order. This position is designated as Key. The position cannot be vacated during a national emergency or mobilization without seriously impairing the mission. Additional training, medical requirements such as a medical examination and/or immunizations, and deployment responsibilities may apply to this position.
