The Information Technology and Communications Directorate (ITCD), Solutions Division at the Goddard Space Flight Center seeks a senior IT Program Manager for Cloud Computing to lead development, modernization, and operations of the Goddard Commercial Cloud (GCC) service and Mission Cloud Platform (MCP) supporting scientific, engineering, and flight project customers in NASA and partner agencies with international scope and impact.

  • Lead and manage the commercial cloud program using an effective program management framework and a hybrid Agile Scrum project management methodology. Lead other transformative initiatives as needed.
  • Serve as liaison to partner organizations to enable inter-organizational collaboration.
  • Lead the design, development, testing, implementation, and support of new or existing software and infrastructure that comprise the Goddard Commercial Cloud (GCC) service and Mission Cloud Platform (MCP).
  • Apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve GCC and MCP products and services.
  • Support Center, Directorate, and Division leadership to ensure commercial cloud data, systems, plans, and architectures support Agency needs and comply with best practices, laws, regulations, policies, precedents, and cyber-security requirements.
  • Develop presentations, plans, reports, and other communications and planning deliverables to high level officials inside and outside the Agency.
  • Ensure effective quality and mission assurance practices in day-to-day monitoring of contractor and team member work and performance.
  • Lead digital transformation related projects that leverage the GCC/MCP, collaborating with Division leadership, the Digital Transformation and IT Innovation Lead, and other Agency stakeholders.

You must have one year of specialized experience equivalent to the next lower grade (GS-14), which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience includes performing duties such as planning, leading, executing, and monitoring advanced IT or digital technology programs in a commercial cloud computing Infrastructure or Platform as a Service (IaaS/PaaS) environment; providing expert technical advice, guidance and recommendations on IaaS, PaaS, and hybrid cloud in a complex mission environment; leading complex, multi-cloud integration projects involving multiple stakeholders.

4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound
judgment to generate and evaluate alternatives, and to make recommendations.
